The Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) is charged with the task of providing leadership to the Health Sector Response to HIV/AIDS.
In fulfilling this task, the MoHCDGEC through the National AIDS Control Programme has solicited support and collaboration from different stakeholders. Using the obtained resources, the NACP is looking for suitable candidates to fill in the following vacant positions. The successful candidates will work under contractual agreement for a period of one year with possibility of renew.

In that connection, the Ministry of Health, Community Development, Gender, Elderly and Children invites applications from suitably qualified Tanzanians to fill the following vacancies below:


Position: Laboratory Advisor – 2 Positions
Reporting to the Head – Pharmaceutical and Laboratory Services Unit NACP
Main tasks and responsibilities
Broad Function:
To provide advisory role to the day – to – day logistic activities of all j HIV/AIDS Care, Treatment and Support at NACP.

Key Responsibilities:
In collaboration with the MoHCDGEC – Diagnostic unit, NHLQATC , NACP and PMTCT and MSD; develop a lab commodities supply chain monitoring and evaluation system and periodically evaluate the implementation of laboratory supplies management SOPs at all laboratory warehouse/storage facilities and testing sites
Provide technical support to MSD (central and zonal warehouses) in reviewing, designing, implementing and monitoring laboratory commodities procurement and distribution to testing sites.
Monitor stock levels of Laboratory commodities (reagents, control samples, supplies, forms etc.) to ensure an uninterrupted supply by maintaining buffer stocks, monitoring expiry dates, and quantifying based on consumption and potential expansion of the program.
Provide TA to strengthen regular forecasting and supply planning for laboratory Commodities using appropriate tool such as For LAB and PipeLine
Support the implementation of laboratory supplies and reagents tracking mechanism throughout the supply chain
Play active role in laboratory commodities management supportive supervision activities, in close coordination with the Logistics Management Unit (LMU) and other national stakeholders including MSD.
Facilitate training activities at facility level in lab commodities management including the use of stock cards, registers, reporting forms, and other instruments for collecting and analyzing lab commodities management operations.



Monitor the preparation, storage, use, quality assurance and disposal of reagents and other lab diagnostic consumables and expiry tracking at all testing sites.
Ensure that expired or unusable chemicals and reagents arc separated from active stock and destroyed following appropriate destruction procedures.
Prepare and submit monthly activity report.
Coordinate and actively participate in lab supply chain assessment as needed.
Assist in determining training needs and provide training as required.
Perform other duties as assigned by the Head – PLSU and Programme Manager

QUALIFICATIONS:
Applicants for this position should be Tanzanian nationals or lawful residents who possess the following minimum qualifications:
An advanced degree or Master’s Degree in Public Health, Laboratory Science, Biomedical Science with at least five years’ experience in managing laboratory supplies
Experience in working with laboratory supplies and MOHCDGEC programs is preferred.
Experience in logistics/supply chain management and or public health commodities management desirable.
Experience in working with the Government of Tanzania and other NGOs preferred.
Excellent written and verbal English.
Ability to prepare and present information related to health laboratory diagnostics
Ability to work on a team to develop strategies and manage implementation of projects
Ability to work independently.
Proficiency in common computer packages (e.g. Word, PowerPoint, Excel) relevant to the work.
Able to travel for an extended period of time away from the duty station to support technical activities.



Perform other duties as may be assigned by the Head – PLSU and or Program Manager

Position: Data Manager
Reporting to the Head – Strategic Information – NACP
Broad Functions:
Management of HIV/AIDS Data base at National level.
Principle Responsibilities
Develop and update the HIV data management plan for NACP with focus on all interventions in the programme.
Coordinate the development, maintenance and updating of appropriate program monitoring software/Data base.
Ensure that Data and report flows from the facilities through the appropriate sub national levels to National levels.
Carry out regular Data analysis to produce statistical summaries and aggregate reports that will update NACP and sub national levels on the progress in the implementation.
Work with the sub national level to facilitate Data use.
Analyse supportive supervision reports to identify further training needs and gaps
Facilitate M& E trainings from Regional level to Districts and facility level
Build electronic Data management capacity at sub-national level
Perform other office duties as assigned by Programme Manager and Administrator.

Preferred Qualifications and Experience
Degree in Statistics with at least 3 years’ experience in health related projects
Post graduate degree in health related field is an added advantage
Extensive knowledge in working with data and information systems
Experience in working with Local Government Authorities (LGA) systems is an added advantage
Excellent interpersonal, diplomacy and facilitation skills



Familiarity working with multiple implementers all aiming at obtaining the 90,90,90 strategy
Proficient computer/software skills, including a command of MS Word, Power Point and Excel
Strong organizational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail
Excellent written and verbal communication skills both in Kiswahili and English

Position: M & E Officer
Reporting to the Head – Strategic Information – NACP
Broad Functions:
Management of HIV and AIDS Data base at National level.

Main tasks and responsibilities
Coordinate development of protocols for recording and reporting of HIV/ and AIDS services in line with M&E frame work plan for the j current Health Sector Strategic Plan.
Establish the requirement and distribution national plan for the recording and reporting tools for HIV and AIDS Services to ensure regular availability of these tools at service provision points.
Coordinate development and revision of training packages and standard operating procedures for HIV and AIDS interventions reporting systems.
Coordinate Implementation of Quality Improvement Strategy for HIV and AIDS recording and reporting with other institutions and/or organizations.
Establish and implement a plan for regular dissemination of HIV and AIDS data.
Promote the use of the HIV and AIDS data for improvement of services provisions, monitoring and planning at facility, district, regional and national levels.
Coordinate and conduct Supportive Supervision to service provision and management points to intensify HIV and AIDS Services.
As part of the technical team at National AIDS Control program, attend any other assignments as directed by the Head of Strategic Information, Administrator and Programme Manager.

Preferred Qualifications and Experience
Bachelor’s degree in statistics plus Diploma or Degree in Information Technology. A Public Health qualification will be an asset.
At least 3 years’ experience in management of information systems or monitoring and evaluation activities.
Ability to work with computer software including. MS office, MS excel and MS power point applications;
Excellent oral and written skills in English and Kiswahili.
Experience in working with Local Government Authorities (LGA) systems is an added advantage
Excellent interpersonal, diplomacy and facilitation skills

Position: Driver
Reporting to the Head – Administration and Finance – NACP

Main tasks and responsibilities
Drive allocated vehicle and observe all road rules and signs according to the required legal and traffic conditions.
Carry out different inspection of the vehicle before driving such as checking of coolant, oils and other fluids.
Carry out minor vehicle repairs and other emergency activities such as flat tires during any road breakdowns.
Inform the Administration immediately to update all vehicle documents such as car insurance.
Maintain a car logbook, fuel and oil requisition book and prepare a logbook summary each day. Maintain cleanliness of the motor vehicle.
Drive staff to different locations in project implementation.
Collect and deliver documents, parcels or mails as directed.
Perform other work related duties as may be assigned by the Administrator.

Preferred Qualifications and Experience
Hold an Ordinary Level Certificate of Secondary School Education
Hold a Class C Driver’s License
Should have a Driving Certificate from a recognized institution
Five years’ experience driving in public and recognized institutions.
Hold an Advanced Driving Certificate from NIT will be an added advantage
