1.0. Introduction

SNV, Netherlands Development Organization is an international, not-for-profit, development organization, working in 36 of the poorest countries worldwide, including 17 countries in Sub Saharan Africa. We focus on achieving impact in Agriculture, Energy, and Water, Sanitation & Hygiene. By sharing our specialist expertise in Agriculture, Energy, and Water, Sanitation & Hygiene, our global team of local and international advisors works with local partners to equip communities, businesses and organisations with the tools, knowledge and connections they need to increase their incomes and gain access to basic services – empowering them to break the cycle of poverty and guide their own development.

Transforming Agricultural Markets (TAM) is a new project started in August 2018 and funded by UKAID. TAM aims to improve livelihoods and economic opportunity for smallholder farmers by empowering these marginalised players to affect changes in market systems through engaging with government and private sector providers.

Our Theory of Change is that working with citizens, private sector and government at sub-national level on specific, actor-led systems issues to produce data and facilitate stakeholder analysis which broadens understanding and builds consensus, strengthen accountability relationships for collective action which makes existing policies work at the local level and provides visible and written evidence for national level policy dialogue and reform. As a result of working in this manner to address agricultural market development, we aim to achieve the following impact and outcomes:

Impact:

Improved and inclusive access to basic services, and strengthened business environment for sunflower and dairy small holders and agribusinesses.

Outcomes:

The formal institutions of government at local and national level that control and impact on Dairy and Sunflower markets, promote inclusive market development.

This is demonstrated by the extent to which these institutions demonstrate behaviours that indicate they are advancing dairy and sunflower market development

Policy reforms and institutional changes (formal and informal) that promote Sunflower and Dairy development are implemented. This is demonstrated by the level to which governance stakeholders (government, market actors, and networks) engage with the partners to identify and address the policy issues and institutional obstacles to inclusive sunflower and dairy market development. And also by the level to which dairy and sunflower smallholders and agribusinesses (men, women, youth, and bottom of the pyramid) engage and contribute to identify and address the constraints to market development with governance stakeholders

To achieve its intended impact and outcomes the project will be implemented in two market systems, -dairy and sunflower markets systems. Various boundary and strategic partners had been identified inthese market systems and will be engaged to carrying out interventions which will address actor-led issues in a responsive and accountable manner and enhance delivery of basic services and strength the business environment. The boundary and strategic partners includes SHF organisations, LGAs and national government institutions, and SMEs (processors and inputs providers). These partners will be involved in  addressing issues in the 4 key results areas. The targeted areas for increased responsiveness and accountability relations are, functional cooperatives and harmonisation of regulations in the dairy market system, contract farming and women access to finance in the sunflower market system. The boundary and strategic partners will be strengthened with a range of capacity building interventions in order to address governance bottlenecks and constraints which limits the delivery of services and conducive business environment in the 4 key results areas.

Alongside strengthening partners, the project will also strengthen the capacity of project staff by introducing and exposing them to various concepts through the application of governance and accountability tools needed to deliver technical support to the boundary partners. The project has been running for over two months now since its inception in August 2018. Given the broad spectrum of boundary partners to be supported by the new staff we are seeking an experienced individual consultant in both Monitoring, Evaluation and learning practices together with Outcome mapping approach to train its TAM project officers and boundary partners; who will use outcome mapping to ensure desired effect on changes in behaviour, relationships, actions and activities of actors in dairy and sunflower market systems.
