Title: Country Finance Officer
Report to: Country Representative
Works Closely With: Director of Operations & Regional
Finance Lead
KEY RESPONSIBILITIES
Under the direct oversight of FRI Tanzania Country
Representative, the Country Finance Officer will have overall responsibility
for the financial activities of FRI in Tanzania. She/he expected to provide
high professional expertise in the conduct of Financial & Administration
affairs relating to the implementation of all FRI programs in Tanzania. The
Country Finance Officer will perform the following responsibilities:
Financial Accounting & Management
Assist with preparation of budget annually and make follow-up
on utilization of budget monthly.Prepare monthly, quarterly and yearly
financial reports in a timely manner.Prepare actual vs. projected monthly and
yearly costs to assist FRI Tanzania program team developing appropriate budget
strategies;Responsible for controlling costs and keeping projects within
binding agreement budgeted limits;Responsible for assisting in the development
of and implementing Human Resources Manual and Financial policies with FRI
Tanzania team;Ensure that financial and cash management systems are in place
and adhered to, and that internal control system indicate obedience;Monitor
procurement activities to ensure that they are in line with the FRI and donor
regulations.Review all budgetary issues with project staff and as appropriate
with the donor budget & activity.Ensure that all FRI policies and
procedures are followed, updated and comply with periodic FRI reporting
requirements;Manage the bank accounts, ensuring that proper documentation is
sent and received from the bank(s); maintain proper and correct accounting and
physical assets inventory records;Keep up-to-date financial information
daily.Prepare bank reconciliation monthly.Ensure proper recording of FRI Fixed
Asset by making record checking Quarterly Insure the preparation of
payments timely and in efficient manner To liaise with External
Auditor for annual Project audit and respond to audit observationsCheck on
accuracy and completeness of staff monthly payroll information including
compliance with statutory regulations;Solve problems related to the position
effectively when required.All other duties as assigned by the FRI Regional
Finance and Administration Manager or FRI Headquarters.
Personnel and Office Administration
Implement Human Resource policies and procedures
Ensure full compliance on all Donor regulations/standards
and FRI policies on travel, personnel, procurement, financial administration,
etc. are adhered to;Develop and maintain systems to insure open and transparent
communications with all staff;
Lead training exercises for staff to ensure policies are
complied with;
Ensure regular
communication/coordination with Regional Finance Lead in Tanzania, as well as
at headquarters in Canada; Disclosing discrepancies to FRI Tanzania Country
Representative or Regional Finance Lead a timely manner in expense
documentation and/or conflicts of interest as they arise with staff;Document
employee files and recordsUpdate the new Orange HR software every month. Ensure
accurate payment of benefits and allowance for staff
Supervise administrative service within the office
Keep proper filing for correspondences & financial
documentation daily.
Provide financial and other related information as required
for management.
Perform other required duties as required by Country Representative
& Regional Finance Lead.
QUALIFICATIONS
BA in Finance and accounting or equivalent is preferredA
minimum of five (5) years of experience in financial management, of program
with annual budget of at least $1 Million a year and also one year of
experience in personal and office administration.Proficiency in computer
skills, spreadsheet, accounting packages QuickBooks communication packages and
MS Word, Excel, Power Point is requires.Strong analytical, communication and
problem solving skills is necessary along with capacity to identify and
articulate potential problems and provide possible solutions in concise and
clear manner.Experience in working with international development partners,
international nongovernmental organization (INGOs).Experience working with
ethnically diverse communities and with projects implementing gender
mainstreaming strategies.Demonstrate high level written and verbal
communication skills in English is an added advantage
