Project Summary
SNV Netherlands Development Organization, funded by MasterCard Foundation (MCF) and the Swiss Agency for Development and Cooperation (SDC), has been implementing the Opportunities for Youth Employment (OYE) project in Tanzania since 2013. The OYE project has a strong focus on self-employment creation and empowerment of rural, out-of-school youth between the ages of 18 and 30 years. Particular emphasis is placed on gender equality. The project’s overall goal is to improve the livelihoods of rural youth through skills development and entrepreneurship development linked to market opportunities in the agricultural, renewable energy, and water & sanitation sectors.
A one-year extension has been granted by SDC, with the idea that this period is used to build on the experiences gained and to explore the modalities that would take the OYE approach to the next level - to a Business Model that is not 100% dependent on donor financing to operate, but is able to operate through blended financial inputs from a range of different sources in order to improve its sustainability. To this effect, an outline business model has been developed.
The model adopted is in essence a cross-subsidy model where the core service offerings will be split into two entities; SNV as a not-for-profit entity focusing on recruiting and training youth, and OYE as a for-profit entity focusing on contract negotiation and management. The latter entails linking well-performing youth enterprises with private companies (buyers/retailers). Revenue generation in this model is primarily commission-based (on total contract value), and service offerings would be organizing, contract negotiations and management, powered by SNV trained youth enterprises.
From October 1st 2018, the project will start to pilot some of the elements of the model during the 2018-2019 extension year. The elements that will be tested are the following;
Market Linkage; pilot at least 3 contracts with private companies (in horticulture, poultry, solar, honey, sunflower, or dry beans)
Inputs-as-a-service; pilot with NINAYO on agro-inputs supply
Use of tech platform to organize and train youth at scale; pilot with existing YLEs through establishment and monitoring the usage of Whatsapp chat groups for selected sub-sectors (horticulture, poultry, solar, honey, sunflower, or dry beans)
The Business Development & Marketing consultant will take the lead in overseeing the day-to-day implementation of the above mentioned business model pilots. In addition, he/she will focus on additional business development looking ahead at OYE Phase II. The consultant will receive coaching support from an external consultant on social enterprise development and social impact investment. He/she will work in close collaboration with the other OYE team members and report to the OYE project manager.
Aim and Objectives of the Assignment
The overall aim of the assignment is to provide advice to SNV on OYE business model strategy, business development, sales and contract management. The specific objectives are to:
Initiate and oversee the day-to-day implementation and monitoring of the above mentioned pilots
Identify additional market opportunities for future business development and prospect new sales opportunities
Develop a clear strategy and implementation plan for the OYE for-profit entity to be rolled out in the second Phase of the OYE project
Tasks
Within the above framework, the consultant will be required to undertake the following tasks;
Provide business Leadership:
Gain deep understanding of OYE’s core competencies to be able to build a vision for the next phase of OYE as a for-profit entity
Analyze market opportunities to match OYE service offering with demand from the market
Define strategies for identifying target markets and customers
Develop and communicate an implementation plan with specific goals, time frame and financial requirement to internal team
Establish metrics to document and ensure that the business operations are meeting stated objectives
Maintain and strengthen the organizations infrastructure including IT systems, financial controls and related business process necessary to provide quality service
Secure the necessary internal and external stakeholder support required for successful business operation
Expanding sales:
Prospect new sales opportunities that leverage OYE’s capabilities by using a consultative sales approach to understand the needs of customers
Engage and enable customers to pursue “win-win” business plans and models that promote OYE’s strategy
Lead all customer contract negotiation and renewals
Providing customer Support:
Confer with customers to verify service satisfaction or investigate and resolve complaints and other issues
Support the Youth Led Enterprises to ensure timely delivery of agreed upon product or service
Timeframe
The assignment must be completed between 1st January 2019 and 31st May 2019. The final reportwith conclusions and recommendations must be delivered to SNV no later than May 31st 2019
Deliverables
At least 3 contracts with private companies implemented and reviewed
Monthly progress reports on contract implementation; on support provided to YLEs and customer satisfaction
In-depth market analysis of, and strategy for capturing, future opportunities for OYE business development, including an implementation plan
Participation in the business model review workshop
A final report
Profile
Relevant advanced academic qualification in Business Development, Marketing or similar
Proven track record of leading an organization or a division by strong leadership, detailed execution and long-term vision for the organization
Deep, practical understanding of doing business in Tanzania or similar markets in East Africa. Preference for someone with a strong local network in business circles
Intuitive understanding of market linkage/supply chain models in agriculture commodities or similar sectors
Outstanding interpersonal skills, ability to connect effectively with the team, business partners, customers and other stakeholders from a variety of backgrounds on the field
Excellent communication skills to effectively communicate vision and priorities to the team and value proposition to customers

Presentation of an expression of interest for carrying out the assignment which clearly indicates the following criteria:
Extent and relevance of the Consultant’s past experience workingin assignments of a similar nature. Maximum score = 40
