Job Summary
The Capacity Building Coordinator (Donor Compliance & Resource Mobilization) will be responsible for build the capacity of partners in donor and programme compliance reporting systems for effective reporting. The person will also be responsible for developing and maintaining a central data information base as well as consolidating planning, reviews and reporting. The job holder will also be responsible for monitoring all projects and program compliance including evaluations, reviews and programme audits. The Job holder will coordinate with the PSU capacity building team to generate evidence of impact for accountability and will build the capacities of the partners and the PSU team to ensure functional M & E processes. The position will also be responsible for setting up and managing PSU information database.

The ideal candidate should have a degree in Social Sciences or its equivalent from a recognized University, have at least seven (7) years’ experience in monitoring and evaluation of which at least three (3) years must have been with I/NGOs, Social Movement Group or comparable position with similar responsibilities, Possess qualifications in project management and/or M&E; and Good understanding of Human Rights Based Approach and program cycle Management, Good understanding of Results Based Management, Strong conceptual and analytical skills; Self-motivated person able to work without supervision; Excellent communication and writing skills, Demonstrable versatility in use of MS Word, Excel, Access, Power-point, e-mail, and data management software ( e.g. SAS, Stata, SPSS Epi Info, ENA for SMART, SQL); and Ability to work in a diverse team environment, Should have both oral and written communication skills including good facilitation skills.

Responsibilities
Compliance:
i) Support development of programme frameworks at PSU level.
ii) Develop and contextualize tools for assessment of programme compliance by partners.

Coordinating planning, reviews and reporting in line with ALPS:
i) Build the capacity of PSU staff and partners to operationalize participatory planning, reviews and reporting guidelines.
ii) Liaising with PQC on planning, reviews and reporting guidelines and requirements and build the capacities of the staff and partners for timely and quality reporting.

Evidence of impact for accountability
i) Support staff and local partner’s capacity building in accountability as a political process.
ii) Work with the team leaders to identify sites or areas for evaluation to generate evidence of impact in collaboration with the team leader.
iii) Support staff and partners to document best practices and lessons for sharing widely and with partners to influence policy and practice.

Resource Mobilization:
i) Working closely with the other Capacity Building Team members and partners and fundraising unit to coordinate the generation information for proposal development and fundraising.

Support for Monitoring and Evaluation:
i) Build the capacities of partners and PSU staff to support baseline surveys, mid-term reviews and evaluations as necessary in liaison with PQC.
ii) Work with team leaders to follow-up review and audit findings are taken on board and are informing planning and reporting.

Central position for information management and sharing on mission related content:
i) Liaise with various units including communication and IT to develop and maintain central filing storage of information at PSU.
ii) Coordinate contract management to support donor reporting and response to queries in liaison with team leader.
iii) Develop and maintain an effective central data information system and create a base for projects, programme, policy and partners at the PSU level and link this with the PQC for national reporting.

Requested Profile

Acquaintance with employment labour laws, various regulations and statutory law
Computer Literate – MS Outlook and Excel and basic software application and and familiarity with the internet and email communications
Excellent communication skills
Competencies based interviewing experience

Excellent NOPOTS
Good understanding of the English and Kiswahili
Strong analytical skills (context, people …)
Excellent interpersonal skills and demonstrated ability to establish effective work relations at all levels,

Remuneration:
We offer a competitive remuneration based on skill and experience including;
