Position: Counsellor-HIV Testing Services
Task: HIV counselling and testing Services
Location: Katavi region
Overall Job Function
The individual will not only be responsible to provide HIV counselling and testing services but also linkage of positive identified clients to care and treatment services. S/he will be responsible for addressing gaps and challenges observed and support health facilities and councils in their efforts to reach the first and second PEPFAR’s 95/95/95 targets.
Specific Responsibilities and Duties:
Support variety of specific tasks aimed at maximizing identification of HIV positive unidentified individuals and links them to ART services. These duties includes but not limited to:
Enumerate and trace all index contacts of index clients eg biological children, sexual partners, needle sharing individuals of clients identified and link them to HIV testing services
Screen and identify at-risk children in the community for testing and follow up children identified for HIV testing.
Support and lead the efforts of focused HIV Testing Services at the facilities allocated
Categorize retrospectively all HIV+ clients identified from October 2017 to October 2018 who have not been linked to care and trace them in collaboration with community based HIV service providers and facility health care providers
Support other new or emerging innovations and priorities to address in the program in an organized and standardized manner.
Perform any other duties as assigned by the supervisor
Required Qualification, Knowledge and Skills:
Required Education:
Medically trained personnel with a certificate or higher including: Enrolled Nurse, registered Nurse, clinical officer, Assistant Medical Officer, Medical Officer
Minimum of 3-year experience providing HIV testing and counselling services or other HIV prevention and treatment services with demonstrated familiarity with Ministry of Health Community Development Gender Elderly and Children (MoHCDGEC) systems, tools and procedures for HIV testing and care management.
Good understanding on the concept of provider-initiated testing and counselling and focused HIV testing
Understands the concept of index clients and index contacts testing and partner notification services.
Ability to maintain utmost confidentiality regarding participants' health status and sensitive information contained in paperwork
Who clearly understands the patient monitoring systems and documentation process of HTS
Ability to do internal quality control
Ability to adapt to hard and difficult situations quickly and solve challenges
Ability to work independently and travel extensively to remote areas, including swampy areas
Flexibility to work after normal working hours, weekends and ad hock situations
Ability to interact well with all targeted KVP groups and peer outreach volunteers by facilitating a non-judgmental, non-discriminating, and non-stigmatizing environment in the program, to welcome all clients regardless of their background
Excellent written and verbal communication understands both Kiswahili and English
Able to use the computer especially with Microsoft word and Excel
