NJUWASA
is an expanding autonomous entity which is responsible for supplying clean
Water and Sanitation services for Njombe Township. The Authority is looking for competent,

Required
Qualifications and Experiences
By
selection through an interview to a candidate who has a Deg ree/Adva need
Diploma majoring in human resource Management/Public Administration/law
obtained from recognized institution. Possession of at least 3 years in
relevant field with a reputable business organization is a necessary requirement.
Duties
and responsibilities
a.
Ensures that Authority Human resource records are correct and are kept up to
date.
b.
Ensures effective recruitment and selection placement and induction.
c.
Conducts performance appraisal, training and development. Maintains industrial
relation and employee relations affairs as per employment and labor relations
Act (2004) and Labor Institutions Act (2006).
d.
Prepares staff development plans for staff retention scheme and other staff
welfare matters.
e.
Deals with resource services as may assigned by respective Head of sections
such as acquisition, recording and compilation of personal particulars of
recruited staff.
f.
Works with heads of sections to prepare Human Resource plan and budget.
g.
Ensures that periodic surveys are conducted to determine including
h.
prospective human resource demands and supply within a specified period of
time.
i.
Handles staff welfare matters such as medical services, staff loans and grants,
sports and games, burial services and other services considered to be important
staff.
j.Assist
other line department in conducting staff performance appraisal.
k.
In consultation with the head of accounts section, prepares detailed annual wagebill.
l.
Prepares and costs the annual staff development and training programs Prepares
and maintains Human Resource Data Bank which will contain all the information
on e.g. sex, age qualifications, years of services, training required, marital
status and departments/sections of an individual employee.
m.
Improves the quality of work life through job enrichment, job enlargement, job
re-designed to accommodate conducive working conditions and harmonious work
relations.
n.
Ensures a smooth discharge of Authority’s administrative activities such as,
records keeping (Registry), post services, transport, social gatherings,
scheduled meetings and staff visits and tours.
o.
Works with heads of section to conduct training needs assessment at all levels
by considering both the current operations and expansions.
p.
Maintains an efficient human resource information system and delivery of the
relevant information to the management as well as the employee.
q.
Prepares voluntary agreements, negotiations, with trade unions and administers
proper Industrial relation and motivation programs.
r.
Advice the management on possible necessary changes in human resource polices,
employee’s benefits, entitlement and welfare.
s.
Advice employees and management on matters arising from performance appraisal
interview, training policy, and available training opportunities and budgetary
implications.
t.
Develops, organize and conduct training programs through in house and/ or
tailor-made courses.
u.
Performs any other duties as may be assigned by the Financial and
Administrative Manager

TITLE: WATER PUMP OPERATOR – 1
REPORTS
TO: HEAD OF WATER PRODUCTION SECTION SALARY SCALE: NWAS – A (1 -2)*
Qualification
and Mode of Entry
–
By selection through an interview to a candidate who has a Certificate of
–
Secondary Education with passes in either Mathematics or Physics and
–
English/Kiswahili with at least two (2)years working experience.
–
Possession of Certificate of Competence Level three/Trade Test Certificate
–
Grade one in Water Pumps Mechanics/ Motor Mechanics/Heavy Duty
–
Electrical Mechanics from The Vocational Education Training Authority (VETA) of
Tanzania or any other registered/recognized vocational college.
Duties
and Responsibilities
i/
Operates the water pumps system and monitors pumping operations as according to
operation manual, guidelines and other instructions given by his/her superior.
Generates related reports. Ensures that water pump/electrical systems and water
levels are adequate to meet system demand and fire protection.
ii/
To carry out minor repair and adjustment on pumps, motor and electrical system
entrusted to him/her.
iii/
Inspects pumping station and Intakes sites for authorized entry, vandalism,
leaks around structures and potential hazards on grounds. Performs routine
cleaning and grounds maintenance activities at water pump stations.
iv/
Monitors the security of pump stations, intake structures, rising water main
and elevated storage tanks.
v/
Responds to calls from his superior and/or other internal departments regarding
Water related issues or problems.
vi/
Responds to after hour and emergency situations.
vii/
Assist the Water Laboratory Technician in water chlorination process at his/her
pumping stations to ensure safe drinking water throughout the Njombe Town.
viii/
Performs any other duties as may be assigned by the Head of Water production
section.

TITTLE: ENGINEER II (PLANNING & CONSTRUCTION)
REPORTS
TO: THE TECHNICAL MANAGER SALARY SCALE: NWAS – C (1-3)
Required
Qualifications and Experiences*
By
selection through an interview to a candidate who has a Degree in Civil/Water
Resources Engineering from a recognized University/lnstitution.
A
candidate must be registered by the Engineers Registration Board of Tanzania as
a Professional Engineer.
Candidate
should have working experience of at least 3 years as an Engineer in a water
sector or in a reputable government /private business organization.
Duties
and responsibilities
–
Is the Head of Planning and Construction Section.
–
Carries out preliminary studies of water and sanitation works for new
connections.
–
Implements an Assets Management Plans.
–
Undertakes preliminary studies of water and sanitation works for renewals and
repairs.
–
Makes preliminary studies of water and sanitation works for systems
rehabilitation for future development.
–
Produces and update water and sanitation systems maps, customer’s
–
distribution by location, customer’s connection systems and data up
–
keeping including population served. Undertakes water supply designs and
constructions, Sanitation designs and Constructions, water pipe designs and
network extensions, sanitation pipe network extensions, water pipe networks,
sewerage pipe network and building rehabilitation. Complies and prepares weekly,
monthly, bi- annual and annual reports and any other required reports.

Supervise authority’s projects.

Performs any other duties as may be assigned by the Technical Manager.
