PCI

now and in the future. In Tanzania, PCI has operated a number of programs in the
education, health, agriculture and community development sectors.
The
EFFECTS project is a three-year implementation research study that will be
implemented in the Mara Region of northern Tanzania by PCI in collaboration
with the Harvard T.H. Chan School of Public Health, Purdue University, and the
African Academy of Public Health. The study consists of two components –
Engaging Fathers For Effective Child Nutrition in Tanzania (EFFECT) and The
Design and Evaluation of an Integrated Evidence-Based Nurturing Care Strategy
for Families with Young Children in the First Three Years of Life in Northern
Tanzania (EFFECT+). To understand the benefits of integrating nutrition and
early child development interventions and the benefits of engaging fathers in
these interventions, the project will consist of 4 intervention arms (in
addition to a control arm). Across all arms, women’s and men’s peer groups will
be facilitated by Community Health Workers (CHWs).
The
EFFECTS Monitoring Learning & Evaluation (MLE) Support Officer will be
responsible for overall development and implementation of PCI Tanzania’s
EFFECTS project M&E system and will oversee M+E activities for Musoma. S/he
will work closely with project staff, program managers, other M&E staff and
local partners to implement responsive monitoring systems to all programmatic
and organization/donor reporting needs. The execution of these duties requires
a high level of data analysis, project management, staff capacity building,
familiarity with technology (mobile data collection), and independent thinking.
This position reports directly to the EFFECTS Project Manager, but will work
closely but will work closely with other EFFECTS MLE staff and PCI Tanzania’s
MLE Manager based in Dar es Salaam, as well as with PCI headquarters MLE staff
based in the U.S.
Objectives
of the Position:
To
develop systems and implement appropriate technology for quality, timely data
collection, analysis, verification and reporting, in collaboration with program
staff and relevant stakeholders and in accordance with the project M&E
plan;
To
develop and implement a reporting system to track project progress and that
will contribute toward project planning and decision making.
To
support monitoring and process evaluation data collection by developing and
implementing mobile data collection methodologies and systems;
To
train program staff and stakeholders to collect accurate data and use mobile
data collection technologies that enable high quality and timely data;
Ensure
data collection and management use appropriate strategies and tools in
accordance with ethics and policies on human subjects’ research.
Key
Duties &Responsibilities:
Monitoring
and Evaluation Design and Implementation
Collaborate
with project team to develop and implement an effective M&E plan for the
project in accordance with the project design, with approved indicators and
targets, including results framework, IPTT, PMP, data collection tools, project
dashboard, M&E training plan, data flow, and feedback and reporting
mechanisms in accordance with PCI and donor standards.
Collaborate
with the Project and MLE Managers to ensure all project staff understand and
are capable of carrying out data collection as part of their program
implementation responsibilities.
Coordinate
the collection, management, analysis and presentation of M&E data for
various audiences.
Refine
data collection and measurement tools to ensure user-friendly, efficient and
appropriate monitoring data collection processes using mobile devices.
Facilitate
periodic data verification through routine data quality verifications and site
visits.
Data
Management and Quality Assurance
Ensure
that the project has appropriate data management strategies and tools in place
to be able to respond to reporting requirements.
Collaborate
with PCI Tanzania’s MLE Manager, and MLE and Database Support Officers, to
maintain electronic information management systems with relevant project
information in accordance with IRB protocols, national/international policies
for the protection of human subjects, and information privacy laws.
Develop
and implement internal control systems that ensure the quality of all data,
protection of human subjects, and data privacy.
Reporting
and Communication
Design
and implement a web-based reporting dashboard for project staff to ensure
timely, accurate and comprehensive reporting.
Prepare
consolidated monthly and quarterly progress reports and work plans as requested
and in close collaboration with project team.
Assist
in writing, developing, and/or reviewing project presentations, training
materials, system documentation, reports and updates, and conference abstracts
and publications as needed.
Participate
in project team and relevant stakeholder meetings to improve coordination and
communication regarding all aspects of project MLE requirements.
Support
project team and stakeholders to identify, document and share best and
promising practices, and develop and implement a dissemination strategy.
Innovation

new ideas and innovations to improve timely, quality data collection as part of
the project’s process evaluation.

new ideas and innovations to strengthen staff and stakeholder capacities in

Required
Qualifications:
Education:
University
degree (Bachelor’s degree or MPH) in social science, M&E, public health, or
related field, with substantive expertise in monitoring and evaluation
methodologies
Strong
understanding and up-to-date technical knowledge of best practices in
monitoring and evaluation
Experience:
Four
years professional experience in monitoring and evaluation for international
NGOs/aid organizations;
Two
years’ experience designing paperless monitoring and evaluation systems using
mobile technology for data collection;
Experience
designing survey/data collection tools in Commcare or similar tools for mobile
data collection;
Experience
designing and implementing web-based dashboards;
Strong
computer skills including Microsoft Office suite, including knowledge of common
statistical software packages, relational database systems, and web
technologies;
English
writing skills to prepare reports, promotional materials and oral
presentations;
Experience
in supporting, mentoring or training other staff in data collection or
reporting;
Experience
working with different stakeholder groups, such as project staff, partners,
government officials, community leaders, and community-based organizations;
Interest
and capacity to pilot and refine new data collection approaches (new tools,
technologies and/or processes) aimed to continuously improve timeliness and
usefulness of process evaluation data.
