JOB SUMMARY & PURPOSE:
Reporting to the Wash Coordinator, this position will provide day to day supervision of Water Engineering activities and direct line supervision to the assigned WASH team at Kibondo. This includes responsibility for all WASH activities assigned under their control, including Sanitation and Hygiene.
The Water Engineer will represent DRC in regard to all WASH activities under their control to all stakeholders and will be required to attend all relevant meetings in this respect.
The managerial function will be executed to ensure the highest quality standard directly in line with Sphere Standards.
RESPONSIBILITIES AND TASKS:
· Provide technical advice/assistance to Wash Coordinator for the development of water and sanitation sector in the Camp.
· Prepare water supply and sanitation projects/programs
· Provide insight to Logistics Department in terms of technical follow-up of WASH procurements
· Develop programme monitoring tools and BOQ’s
· Quality control and site monitoring ensuring that services are according to SPHERE standards
· Programme monitoring as per expected outputs and outcomes
· Prepare and present donor and management reports to wash Coordinator.
· Contribute to grant proposals in areas of constructions
· Directly supervise WASH Construction activities
· Continuously update project documentation and files
· Other relevant duties as directed by the WASH Coordinator.
· Participate in WASH coordination meetings
· Coordinate with donors through the wash coordinate on designs
DUTY STATION:

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Education:
· Bachelor degree in Civil Engineering, Water Supply, Sanitary Engineering, or related discipline
Experience:
· Two (2) years practical experience in water and sanitation sector will be an added advantage;
· Experience from working in complex and rural contexts and hardship locations
· Documented skills in project planning and design, drafting, calculation and technical writing.
Competencies:
· Excellent computer skills in programs as: AutoCAD, Word and Excel.
· Excellent communication skills in English – both speaking and writing.
· Knowledge of Swahili or Kirundi would be a significant advantage
· Previous work experience with a national/international NGO

Hygiene and Sanitation Officer – Nduta Camp

In order to fulfill DRCs staffing needs for new operations in Tanzania, we are opening the following position for Tanzanian nationals, based in Nduta Camp.
A Hygiene and Sanitation Officer, under the management and supervision of Wash Coordinator and in close collaboration with the camp-based government coordination bodies will be responsible for overseen wash activities in the camp.
Duty Station:
This position is based in Nduta camp and will be providing support to the implementation of DRC WASH Program. The job will require frequent travel within the project Area.
General Objectives:
The post refers to a trained DRC staff with vast knowledge of the contextual area of operations and responsible for the day to day operations in the beneficiary communities as outlined by the WASH Coordinator. The post holder is directly responsible for all Sanitation and Hygiene aspects on WASH in Nduta camp.
General Duties:
· Supervise all WASH Assistant attached to Hygiene and Sanitation Promotion based in Nduta camp.
· Ensure efficient and Effective program implementation while following the budget and work plan.
· Participate in preparing monthly/quarterly/annual highlights/ reports and proposals and budgets for donors.
· Work with the Hygiene and Sanitation clusters at community levels in identifying, mobilizing and sensitizing target communities for sanitation and hygiene promotion.
· Together with the government extension staff, specifically, the Health Assistants (HA s), Village Health Teams (VHTs), play a lead role in mapping out communities for village sanitation improvement, especially during the CLTS/PHAST/CHAST role out exercises.
· In collaboration with the WASH Officer (water supply), mobilize beneficiary communities to maintain the established/ rehabilitated/ protected water sources through formation of water user committees
· Lead the Hygiene team in the midterm and annual surveys to understand the impacts of DRC programs with relation to behavior change and health based indicators.
Coordination and representation**:**
· Collaborate with relevant Internal and External technical experts on issues related to Hygiene and Sanitation Promotion.
· Represent DRC at WASH Cluster meetings and other relevant technical coordination meetings with the donor and external partners on all aspects related to hygiene and sanitation promotion.
· Ensure integration of WASH activities with other DRC sectors.
· Coordinate with WASH counterparts in Nduta camp and other locations in the implementation of common funded projects.
· Ensure good representation and reputation of WASH Sector at all levels.
· Actively participate in internal coordination meeting
· Ensure and actively participate in a regular sector meeting.
Project development:
· Together with the WASH coordinator, initiate development of project concepts and proposal documents in respect to WASH.
· Develop the project’s M&E tools for monitoring the technical aspects on WASH.
Project implementation and reporting:
· Ensure proper management of WASH project grants through budget control using agreed budget tracker (s).
· Ensure effective implementation of the WASH Projects in line with the UN and Tanzania National Standards and Policies.
· Monitor and Evaluate the WASH Projects.
· Provide technical support to WASH Assistants to ensure they execute their duties effectively.
· Ensure quality control of implementation of WASH activities in accordance to Sphere, UNHCR and Tanzania National standards.
· Prepare WASH daily, weekly, monthly, quarterly and annual reports to relevant authorities.

Staff management:
· Supervise the WASH Hygiene and Sanitation Assistants.
· Uphold DRC’s code of conduct and principles of accountability.
· Provide technical and programmatic leadership for the WASH staff members and community based staff in Nduta camp operational area as needed.
· Assist in the development of staff performance objectives, targets and appraise them based on the set targets.
· Conduct daily field visits to support field staffs – mentoring – through technical back stopping and to train duty bearers.
Logistics /Finance:
· Support the WASH Coordinator to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups on a daily/weekly/ annual basis.
· Plan and coordinate proactively logistics and movements of staff from and to different clusters within the Project Implementation Area.
· Initiate procurements and ensure their execution.
· Ensure the delivery of supplies to the right beneficiaries following our SOPs.

Personal Specifications
Essential:
· Minimum of Bachelor’s Degree in Environment Health Science, Water Engineering or WASH related course from recognized institution. Social science courses can be considered if relevant experience is available.
· At least three years’ experience in implementing WASH project especially in hygiene promotion, CLTS/PHAST/CHAST etc.
· Thorough knowledge of WASH national and international standards
· Strong competence in English literacy
· Proven skills in computer programs (Word, Excel, and statistical packages)
· Strong interpersonal and communication skills
· Excellent skills in report writing and meeting dead lines

Purpose
The Water, Sanitation and Hygiene (WASH) Coordinator primary function is to provide leadership in WASH sector and ensure quality implementation of the WASH projects in Nduta Camp. S/he will be responsible for complying with donors and internal DRC reporting and accountability policy and procedures with the support of the Program Manager.
The WASH Coordinator is also responsible for representing DRC in any relevant field based thematic meetings with stakeholders and otherwise as needed. In addition, He/She will be responsible for complying with donors and internal DRC reporting and accountability policies and procedures.
He/she is also tasked with providing technical assistance and guidance to the WASH sector across programs. The WASH Coordinator is also responsible for developing/strengthening relationships with donors at the field level in close cooperation with the Area Manager.
Key Responsibilities
Coordination and representation
· Develop relationship with a range of Key stakeholders including, UN Agencies, Local Governments and Private Sector.
· Representation of DRC and active participation in the local WASH Sector and relevant subsectors/working groups.
· Maintain/establish rapport with government authorities, UN agencies, international and local NGOs as required.
· Ensure coordination and close working environment with other sectors of DRC.
· Coordinate planning, implementation, monitoring and evaluation of WASH related projects.
· Work in active coordination with other sectors and similar activities in the Camps.
· Ensure regular WASH sector staff meetings.
· Actively participate in internal coordination meeting in the camps and other locations when needed.
Project development, implementation and reporting
· Provide leadership to the WASH Sector in Camps.

· Undertake gap analysis in the areas of WASH and contribute in the development of new thematic areas according to the analysis.
· Responsible for the efficient and effective program implementation of all WASH projects within the given timeframe, budget and quality standards.
· Contribute to the development of DRC strategy in areas of WASH.
· Participate and ensure quality and technical standards of the capacity building trainings, activities at all levels.
· Develop a monitoring scheme, which include performance and impact indicators.
· Develop data base system and data collection tools and ensure quality data collection, data entry and undertake analysis and produce reports.
· Ensure that a common strategy, approach and tools are developed for all WASH components in the Camp.

Staff development and management
· Supervise WASH officers and provide technical follow up and support to WASH officers when required.

Title : Data Entry Officer (1 Positions)

Background
The Danish Refugee Council has been operating in Tanzania from October 2015 since the establishment of Nduta refugee camp. DRC is now working in Nduta and Mtendeli refugee camps, with a current combined population of approximately 170,000. DRC is working in the sectors of Camp Management and Community Based Protection (CCCM), Protection and Shelter/Construction, and Livelihoods in addition to General food distribution and Management of Extended Delivery Point.
Purpose
The General Food Distribution Data Entry Officer, under the management and supervision of the GFD Centre Supervisor and in close collaboration with the M&E supervisor, will lead in the data compilation on food delivery, distribution and Returns in Nduta and/or Mtendeli camps.
Key Responsibilities
Ensure that daily, weekly and monthly data on food distribution and no shows are properly collected according to the projects’ M&E plans and data collection systems.
In collaboration with the M&E supervisor and the Program Development and Grants Officer, help creating new templates for data collection or improving existing ones when needed.
Support the M&E Supervisor to conduct exit interviews of beneficiaries to assess the level of satisfaction on site
Provide technical support in database design to the team
Provide data for DRC’s monthly reports and various donor reports, as requested by the Program Manager and/or the Program Development and Grants Officer.
Analyze data for trends and share them with DRC program managers, DRC M&E supervisor and DRC Program Development and Grants Officer.
Make recommendations based on research findings, in collaboration with program staff.
Help assessing whether programs are reaching their targets and inform appropriate program staff when targets are not being met
Any other duties as requested by Supervisor .

ESSENTIALS

· Bachelor degree in Public Health Engineering / Structural Engineering / Construction Management or subjects related to Water Sanitation and Hygiene
Experience:
· Three (3) years practical experience in engineering, including survey, planning and execution of WASH, PHE, PHP & building construction projects.
· Experience from working in complex and rural contexts and hardship locations
· Documented skills in project planning and design, drafting, calculation and technical writing.
Competencies:
· Excellent computer skills in programs as: AutoCAD, Word and Excel.
· Excellent communication skills in English – both speaking and writing.
· Knowledge of Swahili or Kirundi would be a significant advantage
· Previous work experience with a national/international NGO
