POSITION:  Finance Assistant


The Purpose of the Job is to help Baylor – Tanzania achieve its aims by providing effective assistance and support for professional accounting tasks, preparation, and maintenance of professional financial records, production of timely and accurate financial reports and statements
Duties and Responsibilities:
Ensure that all daily transactions are posted to various ledgers, registers, and journals according to the established accounting procedures.
Maintains an up-to-date General ledger.
Produce monthly, quarterly and annual financial statements, and financial reports.
Prepare monthly account reconciliations including Bank reconciliations.
Follow up of all financial accountabilities and prepare reports for review.
Maintain an up-to-date fixed asset register.
Assist the Finance Manager in the preparation of the annual budget in compliance with applicable budget policy and guidelines.
Prepare actual Expenditure Vs budgeted expenditure reports for review.
Any other related duties and responsibilities appropriately assigned

Person Specifications:
Essential
Minimum academic qualification: Advanced Diploma from a recognized institution; a B.com degree (accounting Option) will be an added advantage.
Minimum experience and exposure of at least 3 years in a busy accounting office.
Good knowledge of accounting principles and procedures,
Analytical skills and teamwork spirit.
Ability to manage several tasks simultaneously and to organize and prioritize own work.
Knowledge and experience with Microsoft office, and accounting packages.

Desirable
Experience of working in an NGO environment.

POSITION:  Finance Manager

 Position Summary:
The Finance Manager will be responsible for efficient and effective management of daily operations of the Finance Department in the COE. Duties and Responsibilities:
Ensure accurate and complete records of all financial transactions of the Baylor – Tanzania office;
Prepare accurate and timely monthly management reports;
Assist CFO with financial analysis for both policy and decision-making purposes;
Manage an effective financial control system and ensure control of expenditures so that they are in line with Baylor – Tanzania policies and procedures;
Maintain financial and information system policies and procedures in order to provide strong internal controls;
Prepare requests for internal, external, donor or government audits.
Carry out any other duties that may be assigned by the management or Donor.
Treasury:
Supervise all bank account activities.
Supervise cash handling, cash movements, cash disbursements, and foreign currency holding.
Supervise the timely preparation and review of all the monthly bank account and cash reconciliations.
Supervise the preparation of accountabilities (payment supporting documents) and ensure they are sent to Donor for reimbursement.
Ensure that physical cash counts are done.
Budgeting:
Assist in the preparation and maintenance of the Baylor – Tanzania annual Budgets.
Prepare budgetary performance reports including budget vs. actual expenditure reports and analysis of all grants and restricted funds.
Assist in the development and preparation of cost allocation processes that comply with donor regulations and the approved budget.
Donor Reports:
Maintains a system of tracking donor financial reports and ensuring Baylor Tanzania is in compliance with Donor deadlines.
Prepare Donor financial reports and ensure the approval of such reports by CFO before submission to Executive Director.
Analysis of actual to budget results to identify problems in accounting or compliance.
Balance sheet management:
Perform all balance sheet account reconciliations on a timely basis.
Staff Payroll:
Assist CFO with processing payroll as necessary and assist in preparing related accounting entries.
Financial Information System:
Supervise and/or post transactions to the system ensuring proper controls are enforced and appropriate system is in place to maintain all required supporting documentation.
Directly responsible for updating and consolidating in the system all data and transactions.
Production of monthly or ad-hoc reports.
Developing expertise to control the system, develop new reports and be able to train staff in the processing of data.
Administration/Procurement accounting.
The review and accounting for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments.
Works with appropriate administration/procurement staff in developing a system to track commitments and outstanding contracts amounts.
Reviews purchase request forms, quotations/prices and Local purchase orders (LPO) to ensure value for money.
Primary responsibility for liaison with administration /procurement.
Qualifications:
A Bachelor’s degree in Commerce, Bachelor’s degree in Business Administration, Advanced Diploma in Accounting or
Finance and must be in possession of an accounting qualification such as ACCA, or CPA;
Post Graduate professional training in finance and accounting, management or any other related Fields.
A team player with excellent communication skills (both oral and written) and good IT skills mainly in Microsoft Office packages;
The role will demand strong management and analytical skills, needing the candidate to question and reason in order to maintain the integrity of the accounting systems.
High level of confidentiality and integrity;
A minimum of five years relevant working experience in a reputable organization.

POSITION:  Store Keeper


Position Summary Overall additional storekeeping activities will encompass administration of the operations of a store. The Storekeeper will support shipping and receiving, deliveries, coordinating and maintaining stock or inventory, documenting stores transactions, maintaining and keeping records and writing stores weekly reports, attending various meetings with nutritional department, pharmacy, social department as well as with clinical directors.
Duties and Responsibilities
Overseer and administer the operations of a store.
Receives and inspects all incoming materials and reconciles with purchase orders, processes and distributes documentation with purchase orders, reports, documents and tracks damages and discrepancies on orders received.
Makes intra and inter deliveries of requested medical supplies, nutritional supplies, groceries and kitchen corridor supplies and merchandise, maintain records of all deliveries
Fills supply requisitions assists procurement officer to order adequate merchandise and supplies, and delivers stores documents to required departments
Receives and stores documents and confidential files, maintain records of approved documents and approved confidential files destruction
Ships canceled and damaged items back to vendors as appropriate
Delivers and sets up supplies requirement by different departments as requested
Handles and documents storage and transportation of hazardous materials or special products that require some knowledge of spontaneous combustion, toxicity, fragility, rapid deterioration, contamination, etc.
Maintains the store's area and records area in a neat and orderly manner

 POSITION: Procurement Officer

Position Summary: The Procurement Officer is responsible for all purchasing functions, including evaluating and qualifying Suppliers/vendors; placing and tracking orders; ensuring timely and accurate delivery of goods; soliciting and analyzing quotes.
Duties and Responsibilities
Establish and or renew maintenance contracts for all the project equipment and ensure that these contracts are timely implemented;

Solicit for quotations for the project’s supplies/equipment requirements both locally and internationally;

POSITION:  Regional Project Officer

Position summary; Regional Project Officers report to the Zonal Program Managers and serve as liaison between COEs and Scale Up districts. They advise field division management and request clinical specialists based on facility needs. They also represent Baylor-Tanzania by serving on regional health committees and identifying activities for partnerships and appropriate commitment of resources.
Duties and Responsibilities
Develop project activity strategy with timely and regularly review implementation work plans
Develop/adopt relevant materials to support field activities
Plan, implement and maintain a record of field activities
Monitor and report on relevant activities and impact
Liaise with the relevant partners, stakeholders, and collaborator at the activity level
Attending to COE patients in the pediatric wards of the Zonal Referral Hospital, the Baylor-Tanzania COE and in outreach facilities
Providing education to medical trainees regarding pediatric and general HIV/AIDS care
Providing technical assistance to health care providers in pediatric and general HIV/AIDS prevention, diagnosis, care, treatment and complications both within the COE as well as in outside facilities
Providing complete and accurate documentation of medical information including history, physical examinations, laboratory findings, assessments and plans using paper charts and/or electronic health records (EHR), as appropriate
Actively participating in CPD activities and other meetings in all clinical and educational settings
Assist in Data collection in the region

Qualifications / Skills

 A holder of a Doctorate of Medicine (MD) degree or Bachelor of Medicine, Bachelor of Surgery/Chirurgery (MBCHB) from an accredited institution
Registered by the Tanganyika Medical Council as a Medical Doctor having completed internship with at least one-year working experience
Proficiency in general pediatric and adult medical care
Familiarity with general HIV care and treatment
Familiarity with word processing and spreadsheet computer programs
