Monitoring &
Evaluation Specialist
ROLE PURPOSE:
Save the Children
seeks a Monitoring and Evaluation Specialist for the anticipated USAID-funded Multi-sectoral
Nutrition Activity in Tanzania to be responsible for providing technical
guidance on project activities including surveillance and surveys, monitoring
and evaluation (M&E), targeted evaluations, information systems, and
relating data to program planning. The incumbent will serve as a key M&E
expert and primary contact for M&E strategies and implementation for this
integrated program. S/he will provide advice, guidance, and coordination to SC
and consortium partners, the Ministry of Health, Community Development, Gender,
Elderly and Children (MOHCDGEC), Tanzania Food and Nutrition Centre (TFNC) and
other collaborating organizations in the implementation and strengthening of
M&E systems for the nutrition and agriculture program activities supported
by USAID.

create a single operation in Tanzania.

KEY AREAS OF
ACCOUNTABILITY:
- In collaboration with the Programme
Manager, establish and ensure implementation of a strong M&E system for the
Nutrition Project.
- Lead programme baseline studies,
formative assessments, mid-term evaluation, final evaluation and other research
studies as well as learning events.
- Manage external research organization
to deliver external evaluation, operational research and training of LGAs to
undertake nutrition-related operational research in their

indicators/achievement of targets as per the Logical Framework.
- Develop reports to highlight key
project strengths and areas of improvement, and use learning from monitoring
reports for project planning and implementation.

implementation team using key learning from accountability system for program
development, planning, improvement, and implementation.
- Identify the Nutrition project staff
and partners M&E capacity needs and set aside M&E capacity building

- Develop and maintain an Indicator
Performance Tracking Tool for the project that will guide preparation of
programme progress updates on a monthly basis.
- Lead monitoring of program quality
using quality benchmarks and ensure that findings are shared with relevant
stakeholders and explicitly fed back into program decision-making,
incorporating accountability and learning.

QUALIFICATIONS AND
EXPERIENCE
Master’s degree
(MSc or MPH) preferred with significant research experience in nutrition, food
security, community health, or other related field from an accredited college
or university.
Minimum of five
years of experience designing and implementing M&E programs in complex
health, nutrition, and/or food security settings.
Experience in
developing M&E tools and materials.
Experience in
systems thinking and application of complex adaptive systems methodologies is
ideal.
Demonstrable track
record in data tracking and evaluation, with the ability to support staff and
partners on M&E methodology and analyse and disseminate complex information
to a range of stakeholder audiences.
Well-developed
research, analytical (qualitative and quantitative), documentation and report
writing and skills, with particular competency in participatory research
methods.
Computer literacy,
particularly in Word, Excel, Statistical Packages and PowerPoint.
Excellent
planning, coordination, and reporting skills, with the ability to organise a

Strong

KEY AREAS OF
ACCOUNTABILITY:
This position is
responsible for the overall financial and operational management of the
project. S/he is responsible for ensuring that USAID requirements for budget
planning, monitoring, and reporting are fully met in a timely manner, and the
establishment and management of operational and administrative systems. This
requires close liaison with the finance and technical planning departments of
all partners and program staff, Save the Children, and USAID.
The position will
be a member of the Senior Management Team. S/he will advise the COP concerning
relevant issues within or external to the project, including financial,
personnel, administrative and security. In addition to necessary financial and
administrative skills, this position requires someone with initiative, who is
well-organized, can handle pressure and deadlines, work in complex and
conflict-affected areas, is capable of training and supervising staff, and has
strong computer skills.
- Review and consolidate monthly
financial reports to ensure accuracy and to provide regular feedback to senior
management;
- Ensure all financial plans, invoices,
reports, and other financial documents and transactions are accurate, timely,
and consistent with Save the Children and USAID guidelines and regulations;
- Prepare and monitor budgets to
ascertain that spending occurs as planned and that variances are anticipated,

the Children’s policies and procedures and donors grant requirements;
- Oversee sub grant monitoring and

advance requests, and financial tracking; develop sub grant monitoring plans;

ROLE PURPOSE:
Save the Children
seeks a Finance Director for the anticipated USAID-funded Multi-sectoral

operational duties. Reporting to the Chief of Party (COP) s/he will provide

NUTRITION ADVISOR
ROLE PURPOSE:
Save the Children

project including nutrition, food security, gender mainstreaming, and SBCC.

years of experience managing community based health, nutrition, and/or food
security programs in Africa contexts and preferably, in Tanzania.
Post-graduate
education (master’s or higher), in public health, nutrition, food security, or
related field.

A history of
providing technical assistance to government to improve nutrition programs
through governmental health systems, processes and service delivery models, and
behavior change communication in developing countries.
Solid experience
developing behavior change training tools and materials.
Experience
developing and implementing a behavior change communication strategy for the
program, focusing on creating demand for community and clinic-based health and
nutrition services.
Demonstrated

LIVELIHOODS

ROLE PURPOSE:
Save the Children

the technical leadership designing and implementing strategies, programs or
tools in livelihoods technical areas critical to affect nutritional change and

KEY AREAS OF

Provide

CHIEF OF PARTY
ROLE PURPOSE: Save
the Children is seeking a senior level Chief of Party (COP) for the anticipated
USAID-funded Multi-sector Nutrition Activity in Tanzania. The COP will be
responsible for the overall project management, supervision, administration,
and implementation of the program focused on improving the nutritional status
of children and pregnant and lactating women in Tanzania. S/he will provide
strategic and operational leadership to implement a solid approach to achieving
measurable results by strengthening the institutional capacity of government
and local NGOs working at the national level to develop, implement, and sustain
a national multi-sectoral nutrition program. S/he will also work closely to
support the government of Tanzania and local NGOs working at the district,
ward, facility, and community levels to improve nutrition-related behaviors
within households by promoting evidence-based nutrition specific and nutrition
sensitive interventions. The COP will also work very closely to oversee and document
innovative strategies for multi sectoral nutrition focused development that
will enable a “learning by doing” approach where lessons learned will feed into
new and ongoing programs supported by the government, USAID and/or other
development partners.

SCOPE OF ROLE:
Save the Children
has been operational in Tanzania since 1986 providing support to children
through developmental and humanitarian relief programmes delivered in support
of Government of Tanzania priorities and policies both directly and through
local partners. Current programming
focuses on child protection, child rights governance, education, nutrition,
HIV/TB and emergency response. In 2012, as part of a global reorganization
process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to
create a single operation in Tanzania.
We currently have an operational presence in Dodoma, Shinyanga,
Zanzibar, Songwe, Kigoma and Dar es Salaam and we work through partners in other
parts of the country. We employ nearly 100 staff and have an annual operating
budget of approximately $12 million.
Reports to:

PROJECT OFFICER
FOR REPRODUCTIVE HEALTH, NUTRITION AND WASH

The Project
Officers will be responsible for coordinating the implementation of the UNICEF
funded Reproductive Health, Nutrition and WASH with the Ministry of Health and
the Ministry of Social Affairs of the Revolutionary Government of Zanzibar. The Project Officers will ensure
high quality programming for Community Reproductive Health through working with
Community health volunteers (CHV), Community Supervisors, Pregnant women, Care

Under the supervision of the Programme manager and project officers will
play leading role in coordinating the implementation of strategies to ensure
proper and timely dissemination of Reproductive Health, Nutrition and WASH
knowledge interventions. The Project Officers will work with the communities
for fostering the reduction of Maternal and Newborn mortality rates while
documenting the best practices & lessons learned. As part of the related
activities of other programs/projects being implemented by Save the Children
(SC in Zanzibar). She/he is responsible
to ensure that the delivery of the programs is in line with SCI’s Minimum
Operating Standards, donor requirement and specific programmatic approaches
designed by the Donor.

Midwifery experience or related Degree in Health with Nutrition Component or

- At least 4 years experience of working in

sectors: education, protection, rights governance, HIV/AIDS, Health and
Nutrition, and emergencies will add an advantage.
