Monitoring & Evaluation Specialist
ROLE PURPOSE: 
Save the Children seeks a Monitoring and Evaluation Specialist for the anticipated USAID-funded Multi-sectoral Nutrition Activity in Tanzania to be responsible for providing technical guidance on project activities including surveillance and surveys, monitoring and evaluation (M&E), targeted evaluations, information systems, and relating data to program planning. The incumbent will serve as a key M&E expert and primary contact for M&E strategies and implementation for this integrated program. S/he will provide advice, guidance, and coordination to SC and consortium partners, the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC), Tanzania Food and Nutrition Centre (TFNC) and other collaborating organizations in the implementation and strengthening of M&E systems for the nutrition and agriculture program activities supported by USAID.
This position is contingent upon donor approval and funding.

SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners.  Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania.  We currently have an operational presence in Dodoma, Shinyanga, Zanzibar, Songwe, Kigoma and Dar es Salaam and we work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $12 million.
Reports to: Chief of Party

KEY AREAS OF ACCOUNTABILITY:
-          In collaboration with the Programme Manager, establish and ensure implementation of a strong M&E system for the Nutrition Project.
-          Lead programme baseline studies, formative assessments, mid-term evaluation, final evaluation and other research studies as well as learning events.
-          Manage external research organization to deliver external evaluation, operational research and training of LGAs to undertake nutrition-related operational research in their
-          In collaboration with the Programme Manager and implementation staff; regularly review progress on indicators/achievement of targets as per the Logical Framework.
-          Develop reports to highlight key project strengths and areas of improvement, and use learning from monitoring reports for project planning and implementation.
-          Review accountability to program beneficiaries’ data and reports and provide technical support to the implementation team using key learning from accountability system for program development, planning, improvement, and implementation.
-          Identify the Nutrition project staff and partners M&E capacity needs and set aside M&E capacity building plan for program staff and partners.
-          Develop and maintain an Indicator Performance Tracking Tool for the project that will guide preparation of programme progress updates on a monthly basis.
-          Lead monitoring of program quality using quality benchmarks and ensure that findings are shared with relevant stakeholders and explicitly fed back into program decision-making, incorporating accountability and learning.
-          Lead compilation of data and reporting on the program to the donor and to SCI global indicators total beneficiaries reach reports.

QUALIFICATIONS AND EXPERIENCE
Master’s degree (MSc or MPH) preferred with significant research experience in nutrition, food security, community health, or other related field from an accredited college or university.
Minimum of five years of experience designing and implementing M&E programs in complex health, nutrition, and/or food security settings.
Experience in developing M&E tools and materials.
Experience in systems thinking and application of complex adaptive systems methodologies is ideal.
Demonstrable track record in data tracking and evaluation, with the ability to support staff and partners on M&E methodology and analyse and disseminate complex information to a range of stakeholder audiences.
Well-developed research, analytical (qualitative and quantitative), documentation and report writing and skills, with particular competency in participatory research methods.
Computer literacy, particularly in Word, Excel, Statistical Packages and PowerPoint.
Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
Strong communication and interpersonal skills, with experience working in multicultural and value driven teams.
Extensive experience working in Sub-Saharan Africa; work experience in Tanzania highly desirable.

DEPUTY CHIEF OF PARTY/FINANCE AND OPERATIONS
ROLE PURPOSE: 
Save the Children is seeking a Deputy Chief of Party/Finance and Operations for an upcoming USAID-funded opportunity titled, Multi-Sectoral Nutrition Activity in Tanzania. KEY AREAS OF ACCOUNTABILITY:
This position is responsible for the overall financial and operational management of the project. S/he is responsible for ensuring that USAID requirements for budget planning, monitoring, and reporting are fully met in a timely manner, and the establishment and management of operational and administrative systems. This requires close liaison with the finance and technical planning departments of all partners and program staff, Save the Children, and USAID.
The position will be a member of the Senior Management Team. S/he will advise the COP concerning relevant issues within or external to the project, including financial, personnel, administrative and security. In addition to necessary financial and administrative skills, this position requires someone with initiative, who is well-organized, can handle pressure and deadlines, work in complex and conflict-affected areas, is capable of training and supervising staff, and has strong computer skills. 
-          Review and consolidate monthly financial reports to ensure accuracy and to provide regular feedback to senior management;

FINANCE DIRECTOR
ROLE PURPOSE: 
Save the Children seeks a Finance Director for the anticipated USAID-funded Multi-sectoral Nutrition Activity in Tanzania to be responsible for overseeing all aspects of financial and administrative management and compliance, as well as other operational duties. Reporting to the Chief of Party (COP) s/he will provide day-to-day financial technical assistance to the COP for the administration of the grant. S/he will ensure strict adherences to financial regulations and grant compliance requirements during the implementation of the grant. S/he will manage the implementation of accounting systems, budgeting, expenditure tracking, and financial reporting for both the prime recipient and any sub-awards. S/he will also oversee grant management and reporting on financial program performance as well as provide financial and technical management to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely preparation of donor financial reports.

NUTRITION ADVISOR
ROLE PURPOSE: 
Save the Children seeks a Nutrition Advisor for the anticipated USAID-funded Multi-sectoral Nutrition Activity in Tanzania. -          Provide senior-level technical support for the overall integrated, cross-cutting strategic approach of the project including nutrition, food security, gender mainstreaming, and SBCC.

QUALIFICATIONS AND EXPERIENCE
Minimum of 10 years of experience managing community based health, nutrition, and/or food security programs in Africa contexts and preferably, in Tanzania.
Post-graduate education (master’s or higher), in public health, nutrition, food security, or related field.
Demonstrated experience in management of large, community-based and inter-disciplinary teams.
A history of providing technical assistance to government to improve nutrition programs through governmental health systems, processes and service delivery models, and behavior change communication in developing countries.
Solid experience developing behavior change training tools and materials.
Experience developing and implementing a behavior change communication strategy for the program, focusing on creating demand for community and clinic-based health and nutrition services.
Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate.
Familiarity and understanding of USAID policies and procedures, or those of other donors, or those of donor-funded projects or community-based projects.
Demonstrated ability to address behavior change issues in improving household nutrition status.

LIVELIHOODS ADVISOR
ROLE PURPOSE: 
Save the Children seeks a Livelihoods Advisor for the anticipated USAID-funded Multi-sectoral Nutrition Activity in Tanzania. The Livelihoods Advisor will be responsible for the technical leadership designing and implementing strategies, programs or tools in livelihoods technical areas critical to affect nutritional change and increase household dietary diversity at household level, including adaptation for different regional contexts of Tanzania. The Advisor will provide technical advice based upon expertise and knowledge of evidence-based methods and strategies, current practice, and established operational and research standards to ensure quality and rigorous design. In addition, s/he will build capacity in country with field staff, and will continuously assess current technical, M&E, managerial and operational efficiencies at the program level as appropriate.

CHIEF OF PARTY
ROLE PURPOSE: Save the Children is seeking a senior level Chief of Party (COP) for the anticipated USAID-funded Multi-sector Nutrition Activity in Tanzania. The COP will be responsible for the overall project management, supervision, administration, and implementation of the program focused on improving the nutritional status of children and pregnant and lactating women in Tanzania. S/he will provide strategic and operational leadership to implement a solid approach to achieving measurable results by strengthening the institutional capacity of government and local NGOs working at the national level to develop, implement, and sustain a national multi-sectoral nutrition program. S/he will also work closely to support the government of Tanzania and local NGOs working at the district, ward, facility, and community levels to improve nutrition-related behaviors within households by promoting evidence-based nutrition specific and nutrition sensitive interventions. The COP will also work very closely to oversee and document innovative strategies for multi sectoral nutrition focused development that will enable a “learning by doing” approach where lessons learned will feed into new and ongoing programs supported by the government, USAID and/or other development partners.
This position is contingent upon donor approval and funding.
SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners.  Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania.  We currently have an operational presence in Dodoma, Shinyanga, Zanzibar, Songwe, Kigoma and Dar es Salaam and we work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $12 million.
Reports to:
KEY AREAS OF ACCOUNTABILITY:
Represent Save the Children and the project in formal and informal relationships with USAID, local and international partners, government authorities and other key stakeholders, as appropriate.
Lead the preparation of annual work plans and oversee the production of reports and other deliverables to USAID in a timely and accurate manner.
Supervise project strategy, planning, implementation, monitoring, and evaluation in a manner consistent with Save the Children’s working principles and ensure that program objectives and key indicators/results are delivered.
Ensure representatives and leaders at the national, government, and community levels are informed of program progress and best practices.
Work with partners to identify and develop relationships with appropriate local CSOs to assist in the implementation of the project.
Ensure that efficient systems are in place to support all aspects of project activity, including financial, grant management, and project monitoring and evaluation, and that they support the effective use of project resources in compliance with USAID regulations.
Oversee the dissemination of reports related to project activities.
Ensure that financial systems support Save the Children’s accountability to the donor and that financial reports are timely and complete.
Supervise key personnel of the project.

QUALIFICATIONS AND EXPERIENCE
Master’s Degree in public health or nutrition, public administration, or related nutrition disciplines.
Minimum of 10 years of professional experience in implementing public health programs with a minimum of seven years of experience in a leadership role in the implementation of development projects relevant to nutrition and food security, maternal and child health.
Experience in implementation as well as exceptional managerial and operational leadership, preferably managing complex, national/regional activities involving coordination with multiple program partner institutions.
Experience with advocacy and institutional development within government and non-governmental channels.
Experience in managing USG funding and familiarity with federal regulations.
Previous employment or extensive collaboration with NGOs.
Previous COP experience is preferred.
Previous experience with agriculture, livelihoods, and WASH is preferred.

PROJECT OFFICER FOR REPRODUCTIVE HEALTH, NUTRITION AND WASH
ROLE PURPOSE:
The Project Officers will be responsible for coordinating the implementation of the UNICEF funded Reproductive Health, Nutrition and WASH with the Ministry of Health and the Ministry of Social Affairs of the Revolutionary Government of  Zanzibar. The Project Officers will ensure high quality programming for Community Reproductive Health through working with Community health volunteers (CHV), Community Supervisors, Pregnant women, Care givers and Shehas of the Communities.   Under the supervision of the Programme manager and project officers will play leading role in coordinating the implementation of strategies to ensure proper and timely dissemination of Reproductive Health, Nutrition and WASH knowledge interventions. The Project Officers will work with the communities for fostering the reduction of Maternal and Newborn mortality rates while documenting the best practices & lessons learned. As part of the related activities of other programs/projects being implemented by Save the Children (SC in Zanzibar).  She/he is responsible to ensure that the delivery of the programs is in line with SCI’s Minimum Operating Standards, donor requirement and specific programmatic approaches designed by the Donor.
SCOPE OF ROLE:  The position is under the line management of the Programme manager and is directly reporting to this post. The Project Officers will work with the District Health Management Teams, Health Facility Staff,Nutrition Program  ,Health Promotion Units ,Community Health Volunteers with their Supervisors for the implementation of strategies to ensure proper and timely dissemination of Reproductive Health, Nutrition and WASH knowledge interventions. KEY  DUTIES &  RESPONSIBILITIES
-        Lead on the synergy and integration of sectors to enhance delivery of outstanding community empowerment for Maternal, Newborn and Child Health in Zanzibar
-     Foster the implementation of Community participatory interventions for Health and result based system that will generate timely information and feedback to project counterparts at all levels, and to management and donors
-     Lead the development of the Training and mentorship sessions under the UNICEF Health programme
-     Coordinating research aspects of the project including taking an active role in framing research questions and development, adaptation and testing of monitoring & evaluation and TORs
-     Develop and implement quarterly work plans for rolling out the community based interventions for Maternal, Newborn and Child Health  at program and field office level
-     Provide technical support to (Monitoring Evaluation, Accountability and Learning) MEAL Coordinators on the implementation of M&E plan, Detailed Implementation Plan (DIP) & Logical Framework
-     Support MEAL Coordinators to collect good quality monitoring data in a timely manner and collect / organize data received for reporting to the country office and area office
-     Closely work with the Zanzibar  based Child Protection programme staff on the roll-out of Maternal, New-born and Child Health services including WASH activities   
-     Provide technical support for the identification of appropriate learning sessions and their methods of tracking the impacts.
-     Compile and produce quality organizational reports as per the donor and partners requirements; documentation/sharing of success stories, best practices and lessons learned on a regular basis
-     Undertake field visit to monitor and supervise Community Health Volunteers and their supervisors in identifying bottlenecks, deliver mentorship and success stories
-     Supporting project teams to implement baseline, mid-term and final evaluations, as well as country-level data analysis and participate in formative & operation researches, joint projects monitoring and reviews / lessons learning workshops/events
-     Lead on accountability activities, including the development and use of information materials and the establishment of a pilot complaints response mechanism
-     Promote learning throughout the area office, particularly on issues of programme quality. Regularly produce and report on best practices and case studies
-     Work with /program manager or officers to document and share progress and achievements of the programs in the region
-     Perform other duties as and when delegated by the line manager

-     Bachelor degree in Medicine, Nursing Midwifery experience or related Degree in Health with Nutrition Component or equivalent to those.
-     At least 4 years experience of working in technical interventions for Community Health or Maternal, Newborn and Child Health. A solid experience in more than one of the Save the Children priority sectors: education, protection, rights governance, HIV/AIDS, Health and Nutrition, and emergencies will add an advantage.
-     Experience in implementing the for Community Reproductive Health programmes, Nutrition and or Water Sanitation and Hygiene Maternal, Newborn and Child Health , preferably in NGO setting
-     Knowledge and/or experience of working on accountability initiatives, such as child participation, information sharing and complaints response mechanisms.
-     MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software
-     Ability and willingness to travel to field sites and work in remote locations, often for prolonged periods of time
