Description Background: The Strengthening High Impact Interventions for an
AIDS-free Generation (AIDSFree) Project is a five-year program funded by the
U.S. Agency for International Development under Cooperative Agreement
AID-OAA-14-000001. AIDSFree is implemented in multiple countries by JSI
Research & Training Institute, Inc. with partners
Abt
Associates, Elizabeth Glaser Pediatric AIDS Foundation, EnCompass LLC, IMA
World Health, The International HIV/AIDS Alliance, Jhpiego Corporation, and
PATH. AIDSFree advances the implementation of the U.S. President’s Emergency
Plan for AIDS Relief by providing capacity development and technical support to
USAID missions, host-country governments, and HIV implementers at the local,
regional, and national level. In Tanzania, AIDSFree is implementing the program
“Strengthening Comprehensive HIV Service Delivery to Tanzania’s Uniformed
Services,” which provides support to the police and prison services managed by
the Tanzania Ministry of Home Affairs.

Technical Director Job Summary/Function Provides technical support and
leadership in implementation and monitoring of police and prisons community
health systems strengthening activities that will ensure the AIDSFree-supported
health facilities have functional community systems that use best practices and
standards as per national guidance. This position will spearhead the
implementation of activities towards the improvement of community level health
systems with ultimate aim of improving provision and outcomes of quality
comprehensive HIV and TB services. Additionally, the position promotes the
development of informed, capable and coordinated communities and
community-based organizations, groups and structures and effective utilization
of the structures. Therefore, the position, among others is expected to improve
effectiveness of Community interventions, strengthen linkage between the
facility and the community, and with other district and regional community
actors.
CHSSA
leads the implementation and monitoring of all the community-based HIV and TB
services interventions, including peer education in prisons. The incumbent will
work closely with Quality Improvement Advisor and Zonal Technical Advisors
(ZTAs).
Key performance areas.
1) Oversee Community-based HIV prevention,
care and treatment interventions, including biomedical, behavioral and
structural interventions (such as community ART; condoms; PrEP; HIV
self-testing) and strengthening the communication and linkages between health
facilities and community surrounding the facility through building capacity of
community based HIV services health facilities staff and Community based HIV
services providers .
2) Address routine patient monitoring and
linkage gaps such as ART tracking, linkage into support groups and PLHIV
clusters Establish and monitor engagement of PLHIV in service delivery,
including opportunities to utilize “Expert” patients in addressing demand,
retention and service quality.
3)
Provide TA to community-based HIV services providers on improving the
effectiveness of Community based HIV services; in developing strategies and
implementing activities to enhance facility retention of clients on Care and
Treatment and TB clinics.
4) Provide TA and guidance to prison health
facilities in implementation and monitoring of inmate peer education
interventions in all supported prisons
5) Work closely with MoHCDGEC to ensure all
health facilities have all community-based HIV services related policies,
guidelines, standard operating procedures, job aids and M&E tools

Engage stakeholders including Private Service Providers such as laboratories,
pharmacies and health facilities to support HIV testing and linkage.
7) Provide guidance in the use of
community-based HIV services’ relevant National tools, approaches and
frameworks and international best practices that will maximize impact of the
project in strengthening community-based interventions;
8)
Develop and maintain strong linkages with Community based Civil Society
Organizations (CSOs), development partners, district and regional health
management teams, police and prison regional leaders.
9)
Organize and conduct meetings with community based facility staff,
district authorities and Community based actors and stakeholders with major aim
of improving communication and synergizing the community based HIV and TB
services efforts.
10) Identify and support implementation of
evidence-based interventions, including innovative approaches for preventing
new HIV infections (e.g. HIVST); rapid ART initiation (e.g. same-day ART and
community ART); and retention.
11) Represent AIDSFree Tanzania in relevant
National Community based HIV services technical working group;

Perform any other duties assigned by supervisor.
Required minimum work experience
·
Master’s degree in Public Health
or Sociology (or Social Work) with additional Medical, Pharmacy, Nursing or
other health related degree.
·
A minimum of 4 years of field
experience in community health service delivery, with specific experience in
community interventions;
·
Experience working with a donor
funded organization/NGO or project-based environment;
·
A demonstrated understanding and
experience of working with district and regional governmental structures;
·
A demonstrated understanding of the HIV and TB
community health systems;
·
Strong written and oral
communication skills in both Swahili and English, including report development,
writing and editing; Adaptable, willing to take initiative (self-starters);
·
Proficiency in Microsoft Office
Suite; particularly Word, PowerPoint and Excel; Good interpersonal skills;
Ability to think through multifactorial problems;
·
Ability to travel in-country up to 60% of
time. Added Advantage Experience of working with uniformed forces health
projects Qualification in delivering community interventions Strong
organizational skills.
