JOB DETAILS:
The Aga Khan Health Service Tanzania (AKHST) an Institution of The Aga Khan Development Network, is completing a major phase II expansion of the Aga khan Hospital, Dar es Salaam in 2018. This expansion aims at improving the hospitals quality of facilities and Infrastructure to become an ultramodern 170 bed facility in order to increase its capacity as a provider of high-quality medical care leading to tertiary care referral and teaching hospital

The Phase II development is focusing on expanding key clinical services including a comprehensive cardiology programme, oncology services and neurosciences as well as the expansion of orthopedics and trauma, diagnostics imaging, critical care and women and child health programmes
The Hospital is ISO and Jai Accredited (achieved a level of quality and patient service that is equal to the best hospitals in the world) and the teaching site for The Aga Khan University, which offers postgraduate medical education programs leading to Masters of Medicine in Family Medicine Internal Medicine and Surgery

It is also an accredited Internship site. As part of the integrated health systems approach. AKHST plans to establish 35 outreach health facilities that are located across Tanzania. Currently, 20 such clinics have been established across the country and linked the main hospital in Dar es Salaam.
We are seeking enthusiastic and qualified experienced personnel for the following position:



DIRECTOR HEALTH INFORMATICS (INFORMATION TECHNOLOGY) – (1 POSITION).
KEY RESPONSIBILITIES
1. Strategic
• As a senior management team, make a key contribution in providing core system integration strategy, advice and support to teams in proposing solutions and resolving issues encountered whilst mentoring team members towards expanding core skill sets to the formulation of the company's business and digital strategies.
• Develop program strategy with high-level project plans, leading overall delivery management, responding to RFPs/ RFQs, leading multiple projects, preparing SOW, financial & risk management, staffing & people management, resource planning, and project financials, SLA management, knowledge management, building & managing teams and team performance.
• Advise the senior management team on the emerging technologies and digital trends that are most relevant to the company's goals and evolving needs.
• Proactively Help determine capital investment parameters, priorities and risks for enterprise-wide IT initiatives to maximize the return on investment

2. Leadership

• Develop an IT vision strategy, and a roadmap, and lead the IT team and its business partners in effective execution.
• Ensure, on an ongoing basis that current and planned technical architecture, investments and solutions are aligned with company business objectives,
• Prepare and monitor in operational budgets that meet prevailing objectives and constraints.
• Develop and execute an analytics program that will allow company business leaders to make data-based decisions.
• Build strong relationships with business groups and their leaders across the enterprise, and develop a detailed understanding of their issues, challenges and opportunities.
• Implement the most appropriate and effective IT organizational design to support and engage with the business.
• Ensure transparency and collaboration between the IT organization and its business partners.

3. Team Development

• Hire, develop, evaluate, reward, and retain a highly-qualified team of IT professionals.
• Foster a culture of innovation, transparency and accountability in IT.
• Promote a "business-first" mentality at all levels of the IT organization.
• Ensure that the organization has strong systems analysis and project management skills, and the ability to execute business critical projects
• Develop and maintain a plan that provides for succession and continuity in the most critical IT management positions.

4. IT Operations

• Direct the design, planning, implementation, and maintenance of the computing infrastructure that supports the company's operations and business applications.
• Establish metrics for managing IT effectiveness and for measuring the impact of IT on the business.
• Establish appropriate service levels and the processes to ensure that KPIs are met.
• Maintain oversight of all IT projects, ensuring that commitments are properly planned, staffed, monitored and reported.
• Establish a comprehensive enterprise information security program to ensure the integrity, confidentiality and availability of relevant data.
• Lead the design and implementation of an enterprise-wide disaster recovery and business continuity plan.
• Establish and enforce IT policies, processes, portfolio management, development standards and methodologies.
• Monitor the industry for developments in IT operations; evaluate and implement relevant new tools and service management frameworks.
• Review, recommend, and oversee all vendors and managed service agreements for computing, telecommunications, IT services, and equipment
• Managing the deployment, monitoring, maintenance, development, upgrade and support of all IT systems, including Servers, PCs, operating Systems, hardware, software, peripherals.
• Responsibility of HIM issues including regulatory review, accreditation and compliance, knowledge of privacy and security regulations, confidentiality, release of information, information security, information storage and retrieval, record retention, authorship and authentication of EMR documentation, revenue cycle requirements, standardization of medical vocabularies, accurate utilization of classifications systems, data Integrity, data analytics and reporting.
• Developing and Implementing all IT policies and procedures, including those for architecture, security, disaster management, recovery standards, purchasing and service provision.
• Benchmarking, analyzing, reporting and making recommendations for the improvement and growth of the IT infrastructure and IT Systems

5. Transformation & Technology

• Demonstrated experience driving digital transformation and business growth through innovation and the implementation of technology.
• Possesses solid knowledge in emerging technologies, and the ability to apply these in the service of the company's key business goals.
• Experience leading complex; major change initiatives; demonstrated skills in change management.
• Experience building an enterprise level data analytics capability
• An entrepreneurial mindset; able and interested to pursue new business opportunities. Customer-service oriented.
• Builder of strong technology vendor partnerships, and able to manage multiple vendor relationships to ensure the best performance and financial return.
• Demonstrated experience with SaaS cloud-based, and outsourced solutions through third party providers.
• Excellent knowledge of current protocols and standards, including Active Directory, Group Policies, MS Exchange, Core. Switching/Routing, SSL/IPSec, SAN, Virtualization, Business Continuity, Disaster Recovery.
• Assess, approve and administer all equipment, hardware, and software upgrades.
• Manage and ensure effectiveness of servers, including e-mail, print, and backup servers, and their associated operating systems and software.
• Responsible for on-site and off-site data centers,
• Manage and ensure optimal operation of all network hardware and equipment, including routers, switches, hubs, UPSs, and so on.
• Manage and ensure effectiveness of security solutions, including firewalls, anti-virus solutions, and intrusion detection system.

QUALIFICATIONS AND EXPERIENCE

• Master Degree in Information Technology or equivalent.
• Minimum 7 years working experience in Hospital setup or International Health Organization environment with at least 4 year’s experience working in leadership role:
