Job Overview/Summary:
NRGI has a staff of over 100, supporting our global advocacy and regional programs in more than 20 countries. NRGI has registered offices in New York, Accra, Beirut, Dar es Salaam, Jakarta, Lima and London as well as representatives in more than a dozen other countries. As a complex and dispersed organization, a strong operational backbone is key to our impact on the ground and to advancing our mission. NRGI launched a new strategic planning process in July 2018.

Reporting to the Africa Co-Director, the Senior Officer will primarily be responsible for leading the work of NRGI’s Tanzania country program. Working alongside the Africa Co-Director, the incumbent in this role would be responsible for monitoring the overall progress of country specific objective, developing key relationships with key stakeholders: policymakers in the government, parliament, civil society and the media. The Senior Office will be part of a small team based in Tanzania office, and will also work closely with Africa regional team colleagues and thematic teams to deliver on the Tanzania objectives. While Tanzania is the primary focus of this post, the post-holder may be required to work on other countries in the Anglophone Africa region as directed by the Regional Director.

Major Responsibilities:
Leads on country strategy and leads   the planning and implementation of the country strategy and annual plans, adapting strategy and tactics as needed 
Strategically monitor developments on the ground and identify opportunities for impact through tailoring our program 
Foster relationships with key agents of change ranging from the media, civil society, government and parliament to ensure a demand driven and responsive interventions.  Identify the right entry points for our effective technical assistance and advice.                   
Manage the country program team, and coordinate Tanzania work with all other relevant managers and teams across NRGI
Identify and engage internal and external expertise necessary to fill any capacity constraints within the country program team to deliver on specific activities 
Support the development and delivery of targeted training to a variety of stakeholders
Facilitate multi-stakeholder dialogues on governance issues                                                       
Support monitoring and evaluation of the country program to distil lessons learnt and share learning within the organization and with implementing partners and donors
Monitoring the program budget, assisting in drafting financial and donor reports
Input into regional processes
Work on other countries’ programs in the region or on regional-level initiatives as may be directed by the Regional Director from time to time.

NOTE: The Responsibilities of this role are subject to modifications as may be necessary in response to the changing needs of the organization including but not limited to working on other NRGI countries in the region.

Key Working Relationships: 
Position Reports to:  Africa Co-Director
Position directly supervises: All country based/designated staff. Currently the Economist and Program Assistant.
Coordinates internally and externally with:
Internal: Colleagues in other thematic groups working on specific country/regional/global projects
External:  Coordinates with partner institutions, external counsel, consultants and vendors

Job Requirements:
Desired, Skills and Abilities
The post holder must be a strategic thinker, problem solver with demonstrated ability to take the initiative
Knowledge of the extractives sector issues in Tanzania.   Knowledge of any other resource-rich countries in the region is desirable.       
At least 5 years of relevant work experience of which at least 3  years at mid-management or senior level.
Experience in conducting political economy analysis to inform the strategic positioning of programs/projects
Experience in: designing capacity building/training activities; planning, conducting and disseminating research; and providing technical assistance to varied categories of audiences
Experience of working with state and non-state actors on governance and development issues
Ability to build relationships with state and non-state actors (i.e. a broad spectrum of civil society, media and private sector)                   
Ability to facilitate multi-stakeholder dialogues
Excellent oral and written communication skills, and an ability to learn fast
Ability to work well under pressure to meet multiple deadlines in a fast-paced work environment
Excellent interpersonal skills and a team player
Knowledge of information management systems is preferable
Fluency in English and Kiswahili language
Work permit/visas: Candidates must have evidence of work permit/residency in Tanzania 

Education
Advanced University degree in relevant fields, preferably political science, economics, law, international relations or sociology

Working Environment:  Full-time position, official hours are from 9 a.m. to 6 p.m.; flexibility required when extended hours are needed to meet deliverables.
