Job Description

Position: Senior Medical Referral Officer

Location: Kibondo – Kigoma Region

Reports to: Health Manager

Number of Positions: One (1)



This position has the following roles and responsibilities:

Program Responsibilities:

Controls all medical services for all medical referrals dealing with curative and preventive services.
Ensures that all patients are referred appropriately and in accordance to treatment regimen (Protocol).
Organize and participates in the referral committee monthly meetings and when need arise and reports on patients’ condition(s) and progress to Health manager and partners
In carrying out treatments and procedures ensures information is provided to patients, counselling done to patients and or relatives in a confidential environment pre and post referral.
Screen the patients prior and during referral process and identify those with special needs for further support.
Evaluates client’s fitness to travel on medical referral and reports to the health manager as necessary
Escort patients to the Hospital and hand over the list of the patients to relevant person on the other part
Collects, compiles statistics and Health information for initial analysis at referral Hospital and submit to Health Manager for further action.
Provides Health Education to all patients and relatives on their conditions, support their needs while adhering to treatment protocols and other instructions including nutrition
Laisse with referral hospitals to acquire medical bills, verify for its accuracy and ensure payment is done every month
Ensures supplies for ambulance and referral vehicles are ordered and collected as per patients’ condition


Staff Management:

Supervise all medical and paramedical staff involved on medical referrals
Train health staff and conduct nutritional screening
Train staff on first aid management for patients and infection control
Note:  The role of senior medical referral officer shall not be limited to the specific duties and tasks detailed herein.  The mandate to achieve the program’s objectives is a priority and all issues which arise must be addressed accordingly. Therefore, will be required to manage unforeseen events and circumstances and remain flexible to perform other duties, as and when required.



Qualifications:

A holder of a Diploma in Clinical Medicine or a registered nurse from recognized institution, with at least 3 years’ experience in clinical work especially in emergency care, surveillance and reporting. Computer literacy is a must – with ability to validate and interpret health data. Fluency in English and Kiswahili; Knowledge in Kirundi is an added advantage
Ability to work independently and as a collaborative team member with negotiating and diplomatic ability. Excellent organizational, interpersonal, and communication skills. Knowledge of Ministry of health and health system with experience in resuscitation, help baby breath and triage.
Good time management, flexible and ability to multi-task, work collaboratively with team members including people of different cultures, nationality, gender and different stakeholders.
