Position Overview:
The HR officer will serve as an active member of the human resource team and will be responsible for providing support for operations and outreach team (as up to 60% of field work is required to be spent) through all covered TAYOA Global Fund project regions. He/she will coordinate and deliver HR services, trainings, orientations, recruitment, staff performance supervision, staff development and staff relations in line with set organization HR policy, proceedings and practices.
Essential Duties and Responsibilities:
1. Provide support in the management of existing staff, HR operations, processes and systems to help ensure effective HR Service delivery.
2. Maintain TAYOA’s Human resources files records as per the required standards and policies.
3. Monitor and update staff employment contracts, position changes, resignations, and staff transfers to different areas of operations as per approved guidelines and ensure effective information flow to the field offices.
4. Support on staff performance management, staff development and staff relations as per HR policies.
5. Participate in staff interviews sessions when required and provide guidance to the interview reports and interview assessment tools and document used for TAYOA recruitment process.
6. Administer and monitor the various TAYOA staff benefits such as medical insurance, staff leaves, staff safety etc.
7. Administer, monitor and provide support in the timely administration of the monthly TAYOA payroll for all staff as per the organization standards.
8. Ensure follow up on processing and payment of all TAYOA statutory payments as required in compliance with the laws of Tanzania; E.G. PAYE, social security fund, Workers Compensation fund (WCF), Higher education student loan board (HESLB) repayments etc.
9. Provide technical guidance to TAYOA staff in line on employees relations issues, grievance, and disciplinary procedures and promote sound employees’ relations for staff.
10. Carry out HR field visits (60%) as assigned by the Deputy CEO to support in addressing staff concerns that may need attention, help inters, peers and other support team at the field.

Qualifications:
• Bachelor degree in Human Resources Management, Social Sciences or related fields of study.
• Working experience would be an added advantage.
• Demonstrate understanding and proficiency in the field of Human Resources management and ability to work under minimum supervision.
• Good understanding of the legal requirements of the United Republic of Tanzania, relating to HR, Labor laws and Administrative law.
• Good interview, negotiation, listening and counselling skills.

The project officer under the Adolescents, Girls and Young
Women (AGYWs) project funded by Global Fund (GF); will be required to participate in raising awareness towards the programme activities such as linkage to care adherence, safer sex, condom use (Male and female), HIV Testing Services (HTC), sexual reproductive health including family planning (SRH-FP), gender based violence (GBV), HIV disclosure, adherence to ARVs treatment, HIV risks behavior Cervical Cancer, life skills building, sexual transmitted infections (STI) awareness and Entrepreneurship skills and Income generating activities.
Essential Duties and Responsibilities:
1. Support the implementation of the technical AGYWs activities, policies and procedures.
2. Manage all the developed roll out tools, resources, equipments, on the field.
3. Organize peers and other training activities relating to AGYWs.
4. Oversee and being responsible to creating activities such as arranging football bonanzas, schools’ workshops, forums within communities etc.
5. Direct the intervention towards Adolescents, Girls and Young Women (AGYWs).
6. Conduct community identification and mobilization.
7. Identifying and train Peer Educators in modulating activities.
8. Train peer educators in skills for initiating HIV risk-reduction messages with friends and acquaintances.
9. Training on life skills building for AGYWs who are out of school.
10. Conduct parenting training for out of school for AGYWs and their partners.
11. Support all social and behavioral change communication (SBCC) intervention.
12. Facilitate the planning of Social and behavioral Change communication (SBCC) Strategies.
13. Support 1 month course on entrepreneurship skills and income generating activities for out of school AGYWs groups.
14. Distribution and Collection of dignity kits (Pads) and condom dispensers.
15. Operating text messaging interventions for SBCC.
16. Other related tasks as may be assigned by Supervisor.

The Monitoring and Evaluation officer shall lead and maintain Develop monitoring and evaluation system, plan, and strategies for the Global Fund project. He/she will be responsible for data collection, documentation, tracking and disseminate best practices from implementation of Global Fund-AGYW activities. Also, he/she will see through that, performance framework, work plan and tools for each activity indicator is done as per Global Fund requirements. He/she will create data collection tools and processes and provide routine collection of reports to project manager and the deputy CEO.
Essential Duties and Responsibilities:
1. Provide accurate measurement of achievement towards Global Fund (GF)project’s objectives.
2. Identify any divergence from expected results at early stages so that, stakeholders can use data in a timely manner to guide programmatic decisions.
3. Monitor accessibility of project interventions and benefits to all sectors of the targeted population.
4. Contribute to the design and implementation of comprehensive, efficient and effective monitoring and evaluation (M&E) training and capacity building for AGYW – Global Fund project staff.
5. Ensure timely collection and submission of data, verification and validation of the data, before it is stored, analyzed and shared to relevant management levels, as to enable them make decisions or take relevant actions.
6. Develop M&E annual work plan and M&E tools of data collection.
7. Analyses and tracks indicators and other relevant GF project data.
8. Prepare high quality and timely reports using the required formats and communication channels.
9. Prepare monthly, quarterly and annual M&E reports (only quantitate), and other addition reports as requested by management.
10. Conduct field visits (60% of your work effort is to be put) to ensure that data collected from project officers in the field have the required levels of data quality and validity as well as capacity building for the field staff.
11. Liaises with project officers and project manager under GF project on the M&E approach to data collection protocols, strategies, project support in consultation with the Deputy CEO and CEO.
