Overview
The
International Rescue Committee (IRC) is an International Non-Governmental
Organization that responds to the world’s worst humanitarian crises and helps
people to survive and rebuild their lives. In Tanzania, the IRC is supporting
refugee program in Kigoma Region. The IRC is providing services in Nyarugusu,
Nduta and Mtendeli refugee camps in Kigoma region. The IRC support to refugees
and asylum seekers including services under the following programs:
Community-Based Rehabilitation (care for disabled), Child and Youth Protection
and Development, Women Empowerment/Gender-Based Violence, Reproductive Health,
Mental Health Psychosocial Support, and Education.

PROGRAM
BACKGROUND:
The
International Rescue Committee (IRC) coordinates the provision of services
across a broad spectrum of sectors in Kigoma Region, Tanzania. This position is
responsible for social support activities meant for persons with special needs
(PSN) in Nyarugusu refugee camp in Kasulu District. This position reports to
the PSN Protection Manager and works closely with other Officers. This position
also monitors activities for refugee incentive community outreach workers
Program
Responsibilities:
Ensure
the quality implementation of PSN activities in Nyarugusu refugee camp,
ensuring adherence to donor agreement and regulations, as well as IRC
Tanzania’s country program strategic plan.
Identify
PSNs in the community, and maintain a list of PSNs for the provision of care
and support (including for food and firewood distribution).
In
collaboration with PSNs, identify their special needs and work with them to
address their special needs and problems (including distribution of NFIs) per
approval of PSN Protection Manager.
Mobilize
PSNs to form their own self-help committees, aiming at building
self-confidence, self-governance and self-esteem helping them to identify ways
to integrate with others into the camp community (such as formal education,
skills development training, youth activities, and cultural groups)
Mobilize
community members and other voluntary groups to establish community mechanisms
to support vulnerable peoples (including fetching water, firewood, constructing
houses).
Ensure
a functioning, the efficient referral system is in place for PSNs within the
camp and track referrals to ensure that services are provided.
Monitor
activities conducted by the refugee community outreach workers and provide them
with guidance and support in the performance of their activities.
Ensure
PSN activities are well organized with those of other IRC sectors and NGOs
present in the camps, including community mobilization, referral systems, and
creating awareness in an integrated manner.
During
repatriation, assist in the coordination of communication between community
services PSN Protection teams, UNHCR, and other IPs.
Responsible
for preparation of activities work plan, expenditure and procurement plans,
monitoring project expenditure, and ensuring that the targeted objectives are
met in coordination with the PSN Protection Manager / Supervisor.
Track
indicators and analyze data that reflects the PSN care and support.
Prepare
activity reports, monthly and donor reports for timely review by the
Supervisor.
Personnel
Management:
Supervise
incentive staff refugee incentive PSN community outreach staff in coordination
with the PSN Protection Manager / Supervisor.
Carry
out standard personnel management functions including performance management
and support for professional development.
Prepare
staff duty roster for staff and monitor staff adherence to program objectives
in coordination with PSN Protection Manager and Supervisor.
Responsible
for welfare and discipline of refugee incentive staff in coordination with the
PSN/CBR Manager.
General
Responsibilities:
Attend
and participate in training identified organized by your supervisor.
Follow
any new procedures and guidelines designated in circulars from Country
Director.
Report
any violations of the IRC Sexual Abuse and Exploitation Code of Conduct
(Tanzania and worldwide) as per the IRC Tanzania reporting mechanism. The
reporting of violations is an obligation on the part of all staff members.
Assist
where necessary in undertaking activities that aim to prevent the occurrence of
sexual abuse and exploitation of refugees by IRC, and other humanitarian
workers.
Represent
IRC at interagency meetings as assigned.
Assist
in control and proper usage of stationery and other items relating to work.
Perform
other duties as may be assigned by your supervisor. ,
Requirements:
A
relevant degree in social science (social work or community development) with
at least 2-year relevant work experience.
Experience
working with PSN categories required.
Experience
working in a refugee camp highly desirable.
Ability
to work independently with a high degree of initiative required.
Good
IT skills: knowledge of MS Word; Excel and Outlook required.
Swahili
and good English written and oral skills required. French a plus
Must
be a Tanzanian.
