LEGAL OFFICER (REF: EAC/HR/2017-18/05)

Job
reports to : The Counsel to the Community
Main
Purpose of the Job:
To
coordinate implementation of the Legal Division's programmes and activities; as
well as render legal advice to the Community
Key
Duties and Responsibilities:
Initiate
the review/development of policies, systems and processes for the smooth
operations of the affairs of the Legal Division;
Provide
effective leadership and administrative support to facilitate
implementation
of the Legal Division's programmes and activities;
Establish
performance monitoring systems for the Office of the Counsel to the Community
and make regular performance reports for review Legal and Judicial Affairs;
Responsible
for EAC Programme on Approximation of National Laws in the East African
Community context;
Facilitate
research and articulation of regional best practices in harmonization of laws
and policies of the Community;
Responsible
for coordination of Regional Judicial Education / Training;
Draft
and review agreements, contracts and other legal documents ensuring consistency
with the Community mandate;
Provide
legal advice in administrative and institutional matters;
Provide
legal advice all contractual matters, rights and obligations involving the
Community and 3rd parties;
Represent
the Community in legal disputes in the East African Court of
Justice,
other Courts of Judicature and other fora;
Draft,
review and negotiate tripartite Protocols, agreements, MoUs, funding and grant
agreements;
Facilitate
the ratification of policy instruments;
Any
other duties as shall be assigned from time to time.
Qualification
and Experience:
A
Masters Degree in Law from a reputable University with a Certificate of
enrolment on the Bar;
A
minimum of 10 years relevant experience at National /Regional/ International
level;
Skills
and Competencies:
Highly
developed skills in Legal Research and Report Writing;
Good
negotiation and Interpersonal skills;
Excellent
communication and leadership skills; and
Proficiency
in office application computer packages.
Eligibility

Terms
and Conditions of Service:
The
above position is tenable for a contract of five (5) years renewable once.

Education
Qualifications:
All
candidates applying must have qualifications that are recognized by the
relevant national accreditation body in their respective Partner States. This
condition is applicable for locally and internationally attained
qualifications.
All
professions that require registration with the specific professional bodies
will be expected to do so in compliance with the requirements of their
respective Partner States.
Relevant
Working Experience:
Internship,
training and apprenticeship will not be considered as relevant work experience.
