Jhpiego, implementing a number of projects in Tanzania, wishes to recruit a Pre Exposure Prophylaxis Specialist for Sauti Project.
Position: Pre Exposure Prophylaxis Specialist [One position based in Dar es Salaam]

Position Overview:
Reporting to the Senior Biomedical Advisor, the PrEP Specialist will provide technical leadership and programmatic oversight in the introduction and scale-up of oral Pre-Exposure Prophylaxis (PrEP) in selected districts in Tanzania, under the so-called Sauti project, which is a USAID funded HIV combination prevention project to key and vulnerable populations. He/she will provide technical and management oversight, coordination, and capacity building of the implementation teams.
He/she will maximize linkages with other Jhpiego projects as appropriate, and ensure maximum integration of PrEP activities across and within technical areas of Sauti project. Working with the project team, he/she will participate to the national technical working groups and any other relevant forum; whenever necessary, s/he provides guidance in the orientation of county-level stakeholders, subgrantees and policymakers to improve their understanding of the Sauti PrEP services. He/she will align the activities of the consortium partners and subgrantees to available project resources, and ensure the technical and methodological soundness of activities. In collaboration with the project team and partners, he/she will support the design of service delivery strategies, based on sound and current scientific evidence.
Responsibilities:
Provide technical oversight, strategic direction and ensure appropriate support for the implementation of program activities in the scale-up of oral PrEP for HIV prevention among key and vulnerable populations
Lead the design of strategies for introduction and scale-up of oral PrEP. These include but are not limited to; demand creation, stakeholder engagement, and service delivery
Lead the design of outreach interventions, including those that consider gender inequalities, stigma, and discrimination of key and vulnerable populations
Support in development of new/review evidence-based clinical training materials, job aids, and other relevant support required for implementation of the program to meet the needs of the donor and the Government of Tanzania
Coordinate the activities of all project partners to ensure maximum integration and efficiency of project activities
Provide mentorship and capacity building at the individual and organizational level in specific areas of expertise
Lead the formulation of approaches for scale-up of PrEP services
Represent Jhpiego and Sauti project in professional forums which include; meetings and conferences, as well as technical working groups
Analyze potential key and vulnerable population outreach strategies within the context of the program and explain these, as necessary, to policymakers, funding agencies, and/or program staff
Work with health care providers, local authorities, community members and program team members to identify clinical and community-based service delivery issues that impede access to and continuation of oral PrEP
Identify appropriate facility and community-based strategies to address key and vulnerable populations PrEP service delivery gaps
Formulate and test sustainable solutions to service delivery gaps, utilizing cross-cutting approaches such as performance and quality improvement and in-service training
Support MOH, professional associations, other national stakeholders in the revision/development of evidence-based standards for competency in PrEP for key and vulnerable populations
Mobilize national and international level clinical/technical expertise to resolve clinical issues that shape or affect local public policy or program design
Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health and other implementing partners, in order to ensure that all activities conform to the requirements and regulations
Support data use for programming, monitor progress to targets and continuation rates and give guidance to the implementation teams
Conduct regular reporting, including successes, challenges and lessons learned, and case stories in implementation related to areas of technical expertise
Author and co-author abstracts, presentations and manuscripts for journals and conferences
support any other duty as requested by the direct supervisor Management:
Supervise and guide regional/zonal PrEP coordinators; provide technical assistance to the regional clinical service program officers; monitor and guide service delivery by the Biomedical team and the community-based HIV service providers at the site level
Manage technical contributions of subgrantees, including developing and reviewing scopes of work related to the demand creation, support groups, and economic empowerment activities for PrEP beneficiaries
Work closely with the direct supervisor and the technical team at the central level and other Jhpiego directors in setting program priorities and directions, and responding to requests for support from partners
Work with M&E staff to design and implement a plan to track data/results related to the project
Provide technical leadership in the development of the project work plan, technical
strategies, and program monitoring, in close collaboration with MOH and other stakeholders
Ensure timely implementation of all program inputs, including planning and implementing assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy development, capacity-building and M&E across program sites, in close coordination and collaboration with the relevant government departments
Assist in the preparation of donor reports and project reports
Coordinate and monitor the efficiency and effectiveness of the work of short-term consultants as required
Knowledge, Skills, and Abilities:
Master’s degree in Public Health or related postgraduate qualification and undergraduate clinical training is required
At least 10 years’ experience in implementing HIV prevention, care and treatment programs
5 years senior level experience in leading HIV prevention, care and treatment programs
Proven track record managing a project team composed of several technical experts and fostering teamwork
Experience in strengthening service delivery programs, performance and quality improvement
Experience working with senior level MOH officials and stakeholders
Demonstrated in-depth understanding of Tanzania healthcare system and HIV program
Strong oral and written communication and presentations skills
Strong skills in Microsoft Office
Ability to coach, mentor and develop technical capacity in national programs and technical staff
