INTRODUCTION

Chama cha Uzazi na Malezi Bora Tanzania (UMATI) is an autonomous, not for profit, non-political national NGO providing Sexual and Reproductive Health and Rights (SRHR) information, education and services in Tanzania. UMATI was established in 1959 and is a full Member Association (MA) of the International Planned Parenthood Federation (IPPF); recently re-accredited by IPPF in 2015. UMATI is governed by a well-established policy volunteer structure from the national to community grass roots level.

The Vision and Mission of UMATI is to have a Tanzania where people are free to choose and exercise their SRHR without discrimination through championing Sexual Reproductive Health and Rights (SRHR) agenda and provide information and services targeting the young and the underserved

This project intends to increase the access to comprehensive SRH/FP services, information and education in identified four districts and selected eight wards within two regions (Mara and Simiyu). The most effective approach which was  used in providing services are the community based models through outreaches, mobile services and Community Based Service Providers to ensure that a large number of people are reached with SRHR/FP services and information especially in hard to reach areas.


ABOUT THE PROJECT

The project focuses on building linkages between community and facility based health systems. The project used the following approach to reach the desired results within a specific project duration;

• Demand creation through sensitization meetings
• Community based model
• Referral system through CHWs and peer educator,
• IEC materials

During the project implementation, capacity building to service providers, Community Health Workers and Peer Educators were performed through various trainings
• 80 peer educators  were trained on SRHR/FP
• 100 CBSPs  were trained on provision of SRH/FP information and services
• 30 service providers from UMATI and public facilities were trained on comprehensive FP including Long-term and permanent methods and YFS
• 200 male oriented on Male involvement in SRH/FP


Service provision was done through both static, outreach activities and mobile clinic to take closer services to community especially in hard to reach areas. Demand creation was done with a close support from Local Government Authority, CBSPs and PEs to make sure the clients being mobilized for the services.

GEOGRAPHIC COVERAGE
This project is implemented in Mara and Simiyu

GOAL:
To contribute to the increase of contraceptive prevalence rate among women of reproductive age from 14% to 17% in the project areas by 2018.


OBJECTIVES
1. To increase access to SRHR information, education and/or services to a total of 500,000 women, men and young people living in Mara and Simiyu regions by 2018.

2. To provide SRH/FP services to 100,000 men, women of which 50,000 are young people and 30,000 of the FP services are LAPM.

EXPECTED RESULTS
1. Improved capacity in providing integrated SRH/FP, MCH and HIV services.
2. Increased access for information and education on integrated SRH/FP, MCH and HIV & AIDS.
3. Increased utilization of integrated SRH, MCH and HIV services, including uptake of FP services.
4. Enhanced linkage between community and health facilities for provision of SRH, safe motherhood and preventing mother to child transmission (PMTCT) of HIV services.


TERMS OF REFERENCE
UMATI plans to carry out an independent evaluation of this project to provide evidence of the outcomes of the project. The evaluation will be conducted at end of the implementation phase among a sample of benefiting community members  in selected focus areas and compare measurements at baseline (existing data) and end line findings and determine the effect of the intervention.

OBJECTIVES OF THE EVALUATION
The broad objective of this evaluation is to measure the extent this project has achieved the intended outcomes.

Based on the endline data gathered, the following questions will be considered for this evaluation:


1. What progress did the project make against the outcome/impact indicators?  Provide an analysis against the baseline data/national statistics for the catchment population to evaluate the project effectiveness. 
2. What were the pre and post intervention knowledge and skills of individuals benefiting from the service? Did individuals trained utilize skills gained? What was the reported or observed change in the status of beneficiaries (individuals or households)?

5. Did the intervention facilitate strengthening of linkages between community and facility based health systems? If so, how effective was the intervention and what impact did the strengthening of the linkages make to the clients and the service providers?
6. Did the project improve the quality of service delivery?  If so, was the improvement cost-effective?
7. Are the benefits from the project intervention sustainable?
8. How has the project facilitated potential replication and scale-up of the identified good lessons learned?

The suggested methodology should include a study of the direct beneficiaries to determine the impact of the project in their lives, In-depth interview with key stakeholders and Document review. Data will be collected through administering questionnaires to community members as well as through focus group discussions aimed at determining changes in their knowledge and behavior, as well as practices following project implementation. Focused group discussions with recipient community will also be conducted and will serve to triangulate the evaluation findings.

THE CONSULTANCY
For the purpose of this evaluation, UMATI in collaboration with identified consultant will work close to develop the evaluation tools and further sharpen the methodology prior to the implementation of the work.

SCOPE OF WORK
 The following is a general scope of work for the evaluation.
1. To prepare and Present  the developed evaluation tools
2. To work with UMATI staff to finalize an appropriate research design
3. To carry out desk review of existing data/information (including the baseline report) related to the project available at the project sites/offices.
4. To develop any additional data collection tools, ensuring they are translated to languages commonly spoken in the local areas and translated back into English.
5. To coordinate logistics of collection of necessary data, supervision of research assistants (if any), quality control of data, cleaning, analysis and interpretation of the findings.
6. To analyze and evaluate the outcomes, impact and effectiveness of the project interventions.
7. To analyze and evaluate the sustainability potentials of the project intervention/impact and provide recommendations as appropriate.
8. To highlight lessons learnt and formulate recommendations with a focus on assessing how individual elements of success could be replicated or scaled up for subsequent projects.
9. To develop final evaluation report
10. Present the evaluation at a dissemination workshop

REQUIREMENTS
UMATI is looking for a consultant with the following set of skills, knowledge and experience:

a) A strong evaluation background with proven record of successfully conducting assignments of similar nature.
b) An advanced university degree in research, population studies, community health or similar specialty desirable.
c) A good understanding of the local socio-economic context, particularly of issues relating to health care systems of Zanzibar.
d) Solid knowledge of SRH

TIME LINES
The evaluation is scheduled to take place in the month on First  week of March  2019. The Interim report by second week of March   2019 and the Final report by first week of April   2019.
