Position: ICLA Programme Development Manager - Tanzania
Role and responsibilities
The purpose of the Programet Development Manager is to be responsible design, develop and implement the ICLA programme in Tanzania
Generic responsibilities
Line management of ICLA project field staff including direct supervision of the ICLA Project Coordinator
Adherence to NRC policies, guidance and procedures
Provide regular progress reports to AM
Develop ICLA strategy, technical SOPs / guidelines and Macro LFAs
Responsible for development and management of ICLA-related funding proposals, project budgets and donor reports
Specific responsibilities
Overall management of project staff
Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals,
strategies and donor requirements
Ensure capacity building of project staff and transfer key skills
Liaise and collaborate with relevant local authorities and other key stakeholders
Contribute to the development of Country and Area strategies,
Initiate and participate in the development of relevant ICLA projects
Provide technical direction for the ICLA programmatic strategy for 2019 and beyond, including Macro LFAs and portfolio and
Contingency Plan.
Provide ICLA-specific input and participate in multi-sector needs assessments, including of protection risks and gaps.
Oversee recruitment and performance of project staff
Professional competencies
Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Technical ICLA expertise, especially in the fields of information dissemination, Collaborative Dispute Resolution (CDR), HLP,
and civil documentation
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Higher education, preferably in law or related field of study
Solid understanding and experience of refugee crisis contexts
Knowledge of the context in Tanzania
Knowledge of the legal infrastructure in Tanzania
Fluency in English, both written and verbal
Experience with Start-up is an advantage
Behavioural competencies

Empowering and building trust
Handling insecure environments
WE OFFER:
Duty station: Kibondo, Tanzania
Travel: Frequent travel to nearby camp locations, some internal and regional travel
Duration and type of contract: Temporary Service – contract – Six months but could be extended based on funding
