Job Description
JOB SUMMARY:

The Evangelical Lutheran Church in Tanzania–Iringa Diocese (ELCT–IRD) is seeking qualified applicants to serve as Physician at a newly built health clinic in Ipalamwa, Kilolo District.  The primary focus of the Ipalamwa Health Clinic (IHC) is child and maternal health.

                                                                   

Qualification Level: Doctor of Medicine

Experience Level: Clinical, with maternity and pediatric care experience, including vaginal deliveries and Cesarean section

Experience Length: 5 years



PRIMARY DUTIES AND RESPONSIBILITIES:

Under the administrative direction of the ELCT–IRD Medical Secretary, the physician will be responsible for IHC’s compliance with all clinical medical policies, directives, rules, regulations and clinical performance standards of the district and national government. The overall responsibility is to provide professional medical services to clinic patients. This is a challenging and rewarding position requiring competency in medical practice, personnel management, and day-to-day healthcare operations. The successful applicant will need to relocate to Ipalamwa (housing will be provided).

The IHC is part of the Reaching Children’s Potential (RCP) Demonstration Program which is being conducted in partnership between the ELCT–IRD and Global Volunteers, a US-based international human and economic development NGO.  All funding for this program is provided by Global Volunteers - all medical staff are employed by ELCT–IRD but funded by Global Volunteers and all nonmedical staff are employed by Global Volunteers.



EXPERIENCE AND QUALIFICATION REQUIREMENTS:

Doctor of Medicine, currently licensed in Tanzania.
At least five years of experience as a clinician in a primary care setting (community clinic preferred).
English language fluency.
The successful candidate must be able to work independently; be extremely well organized and thorough, with a meticulous attention to details. He/she must also:

Be an excellent manager of people and a team leader;
Demonstrate strong skills in communication, decision-making and leadership;
Identify and resolve problems in a timely manner;
Be able to manage multiple complex projects simultaneously; 
Follow IRD policies and procedures and all rules and laws of the country;
Complete administrative tasks correctly and on time;
Support the organization's goals and values;
Be technologically literate and capable of applying information systems to day-to-day operations and fully using word processing, spreadsheet and database computer applications;
Have a firm understanding of, and commitment to the RCP Demonstration Program.


SPECIFIC DUTIES:

The following list reflects the general duties considered necessary to fulfill the principal functions of the job and shall not be considered a detailed description of all the duties required that may be inherent in the position.

Provider

Provides comprehensive direct medical care to patients.
Develops procedures for referral of patients for specialty and inpatient care.
Supervises clinicians in their patient and staff interactions.
Provides comprehensive in-service training for clinicians and other medical staff as needed.
Consults with clinicians regarding management of individual patients, and interpretation of policy and protocol.
Oversees the function of IHC's laboratory and pharmacy services.
Advises on acquisition of equipment and medical supplies.
Completes accurate electronic medical records at the time of patient’s visits.


Leadership

Provides overall leadership of the medical clinic, developing and implementing key strategies and systems while managing all practitioners and medical staff to proactively meet the immediate and long-term goals of the IHC and RCP.
Facilitates achievement of goals, and develops the leadership skills of medical staff and future providers to support this achievement.
Participates in community health planning with other health care providers.


Management

Supervises clinicians in accordance with, and in a manner compliant with clinic policies and procedures and applicable public laws.
Provides guidance, supervision, and role modeling for all clinicians to ensure consistent application of policies.
Oversees recruitment, selection, supervision, and training of clinical staff, working collaboratively with Global Volunteers’ Operations Manager and Clinic Administrative Manager.
Oversees staffing schedule for clinicians, ensuring that obligations for on-call coverage are met.
Conducts clinician performance evaluations, and submits all documents to the Medical Secretary in a timely manner.
Coordinates with Clinic Administrative Manager on disaster preparedness and surge capacity planning.
Engages short-term volunteer healthcare professionals in support of the IHC and RCP program.
Engages short-term volunteer healthcare students in clinic activities appropriate to their level of education and certification.


ADDITIONAL INFORMATION:

This is a full-time, permanent position. Salary is competitive and based on education and experience. Housing is provided.

The RCP program is a child-focused, comprehensive, holistic development effort beginning with pregnancy and continuing through the 18th birthday. The objective is to improve the well-being of children and their families by eradicating hunger, improving health, and enhancing cognition. One of the physical components of this effort is a physical complex which includes a health clinic, guesthouse, dining hall/conference area/kitchen, housing for staff.
