JOB ANNOUNCEMENT

Management and Development for Health (MDH) is a non for profit organization in Tanzania contributing to address public health priorities. MDH works with the Ministry of Health, Community Development, Gender, Elderly and Children; as well as academic and non-academic institutions to address the problems of Tuberculosis, Malaria, HIV/AIDS, Nutrition, Maternal and Child Health and to undertake initiatives to advance public health research, education, and services for improving the lives of people.
MDH (Sub recipient) in collaboration with Deloitte Consulting Limited (Prime) through USAID BORESHA AFYA SOUTHERN ZONE PROGRAM seeks to recruit a qualified individual to fill the following position:

Pharmaceutical Support and Supply Chain Advisor (PSSA) – Morogoro
Location: Morogoro
Reports to: Regional Technical Manager.

The Pharmaceutical Support and Supply Chain Advisor (PSSA) is a self-motivated individual who will be responsible for providing oversight for pharmaceutical support and supply chain services for HIV commodities, Malaria commodities, TB medicines, FP and related commodities at the regional/district and USAID Boresha Afya Southern zone supported facilities. The PSSA’s main objective is to guarantee the technical performance of the USAID Boresha Afya Southern zone pharmaceutical support and supply chain services in the respective region. She/he will responsible to the Regional Technical Manager and will work in close collaboration with the relevant regional and district level health management teams and programme supported facilities.

Duties:
 The PSSA is responsible for ensuring that USAID Boresha Afya Southern zone supported regions meets national standard for health commodities supply chain management by:
Ensuring that relevant staff at USAID Boresha Afya Southern zone supported sites/districts are trained to provide high quality of services
Identify training needs for sites, districts and regional pharmacists and facilitate trainings on good practice in pharmaceutical and supply chains management.
Collaborate with regional and district levels to conduct Supply chain mentorship
 Ensures uninterrupted supply in HIV,TB, FP anti-Malaria and related commodities at all USAID Boresha Afya Southern zone -supported sites by 2



Ensuring that all supported facilities maintains agreed buffer stock off all HIV/TB, FP and Malaria-related commodities including lab reagent and consumables and assist in redistribution of products when out of stock
Providing technical assistance to Regional/district pharmacists in reporting and ordering of ARVs, Anti Malaria, FP commodities, TB medicines and related commodities from the MSD.
Ensuring that technical procedures for procurement, distribution, documentation and dispensing are adhered to at all sites according to the standard operating procedures.
Keep track of health commodities flow between stores and USAID Boresha Afya Southern zone supported sites and continuously update and educate site staff on developments and issues related to new drug formulations, national and zonal ARV and OI drugs stocks update
Provide TA to USAID Boresha Afya Southern zone supported facilities to maintain the inventory of medicines and laboratory commodities and reagents that are present.
Make sure that all dispensing rooms at the various sites have the necessary infrastructure and are able to function efficiently.
Assist R/CHMTs members to conduct monthly audit of 10 sites per district to ensure that all supplies including drugs and laboratory reagents reach its intended beneficiaries.


 Preparing quarterly, semiannually and annually narrative reports for submission to key stakeholders.
 Follow up collection of monthly information about the stock at all USAID Boresha Afya Southern zone supported sites/districts, and share with respective key stakeholders.
 Providing regular information to immediate line manager on any challenges associated with ARV/TB/Malaria drugs, OI drugs and test kits availability at the supported regions

Liaising with the councils counterparts on monthly basis to address any concerns or problems that they are facing with regarding supply chain issues of HIV/AIDS/Malaria commodities and related supplies.
 Actively perform supportive supervisions to USAID Boresha Afya Southern zone supported sites, and use these supervisions to strengthen their capacity on issues related to supply chain management.
 Carry out any other job related responsibilities as assigned by the line manager.

Requirements: Experience, educational and professional qualifications
a) A qualified Pharmacist or other Public Health professional with at least four years’ experience in health commodities supply chain
a) Three years’ experience in logistics/supply chain management and or public health commodities management.
b) Work experience working with HIV care and treatment programs will be considered an advantage
