Job
Summary:
The
job holder is responsible for the planning, coordination and direction of
medical health services within the healthcare facilities in which s/he works.
S/he is responsible for ensuring that healthcare facilities provide the most
effective patient care. S/he plans and coordinates services in the main
dispensary and health posts, overseeing specific departments/units such as
reproductive and child health (RCH) and Nutrition. S/he manages health/medical
staff, ensures the health information system functions properly, ensures
detailed medical records, and serves as a liaison between administrators and
medical staff. S/he is a member of the management team at the field operation
level.
As
part of the health preparedness and response s/he ascertains the existence of
any health preparedness policy; carries out health hazard mapping and risk
analysis; mobilizes and stockpiles essential health resources including drugs,
equipment and supplies appropriate for health relief; designs strategies to
decrease mortality and prevalence of health hazards; and promotes long-term
rehabilitation programme.
Key
duties and responsibilities:
To
ensure the delivery of quality healthcare services to the refugees by working
hand-in-hand with nurses, clinicians, lab technicians and other medical
personnel.
To
enforce compliance with general medical ethics and practice by all health
staff.
To
set up epidemic intelligence mechanisms for early warning of impending disease
outbreak.
To
manage the patient referral system
To
ensure health facility records are well kept and organized.
To
create work schedules.
To
represent TRCS healthcare facility in field level coordination meetings with
other partners, while communicating effectively with all medical staff and
department/unit heads.
To
determine the kind of health service programme to be conducted based on the
morbidity pattern of the refugee and host communities
To
maintain close working relationships with the program officers of UNHCR,
UNICEF, WFP, other UN Agencies, and implementing partners.
To
perform any other duties and responsibilities as may be assigned from time to
time by his/her supervisor.

Desired
Qualifications and experience:
University
degree in medicine. Postgraduate qualifications in public health, health
management, or any other related field from a reputable academic institution is
an added advantage.
A
minimum of 3 years practical management experience in a district, regional or
above hospital (public or private).
Practical
experience in surgical procedures is an added advantage
Proven
excellent communication skills and fluency in written and spoken English
essential.
Excellent
report writing skills is a must.
Licensed/Certified
medical practitioner by the medical board of Tanzania
