Summary: Sauti za Watanzania (Sauti-TZ)
is a 5-year USAID-funded project that will support comprehensive community-based
HIV prevention programming for key and vulnerable populations in Tanzania.
EngenderHealth is a partner to
Jhpiego-Tanzania in the implementation of this project. The goal of Sauti-TZ is
to contribute to the improved health of all Tanzanians through a sustained
reduction in new HIV infections in support of the Government Tanzania through
deploying new, and/or enhancing existing, vulnerability-tailored high-quality
combination HIV prevention; positive health, dignity and prevention (PHDP); and
family planning (FP)and other services for key and vulnerable populations (KVP)
in selected regions of Tanzania. EngenderHealth is seeking applications from
highly qualified candidates for Program
Officer Social Behavior Change Communication & Gender for Key
populations. This position is open to Tanzania nationals only.
Position
Description:
The PO
for SBCC and Gender for Key and Vulnerable Populations will implement HIV
prevention program targeting at risk groups in the region.
Working
with Vulnerable Adolescent Girls and Young women, female sex workers (FSW) and
Men who have Sex with Men (MSM), s/he will monitor the implementation of the
SBCC and gender activities in compliance with the overall regional work plan.
S/he
will play a key role in ensuring that the SBCC and gender activities are
conducted according to the Sauti standard operating procedures, and that
beneficiaries receive quality services;
s/he will also play a crucial role in
supervising and building the capacity of sub granted CSO, by participating to
the monthly peer educators meetings, facilitating progress review meetings, visiting
service delivery points, such as drop in centers and safe spaces, GBV screening
sites, BCC group education and demand creation sites, among others. .
The PO
for SBCC and Gender for KP will report to the Regional Manager, Jhpiego and
work closely with the Senior Program Officer SBCC and Senior Technical Advisor
Gender from the central office.
Key
Responsibilities: TECHNICAL SUPPORT
A: Social and Behavioral Change (55%) Monitor the timely implementation of Social
and Behavior Change Communication interventions
Provide capacity building to CSOs to ensure proper planning and
implementation of SBCC related activities (demand creation, group and
individual education sessions) in compliance with the Sauti SBCC Standard
Operating Procedures (SBCC/Gender SOP)
Facilitate the development of monthly route
plans based on the mapping reports and the peer educator’s guidance to guide
effective roll out of joint demand generation activities by CSOs and biomedical
services by the Jhpiego team Facilitate
SBCC trainings to CSOs officers, peer educators, empowerment workers, DREAMS PO
and other relevant staff as required
Participate in the development and field test of SBCC approaches,
materials and tools relying on innovative and responsive methodologies.
Conduct supervisory visits using the Sauti
supervisory tools and to KP drop in centers (DICs) and AGYW safe spaces (SS) to
assess SBCC activities and their integration into the other services; as well
conduct visits to the BCC groups which are not meeting at DIC/SS and to the
hotspots where peer educator conduct demand creation activities Ensure that all
BCC groups receives biomedical services either at the DIC/SS or by the CBHTC+
teams.
Ensure smooth transition of the member of the
SBCC groups into the WORTH+ groups Link
SBCC participants to biomedical services
Monitor the roll out of the AGYW vulnerability index by the peer
educators Conduct consultative meetings
with KVPs to address specific SBCC service delivery and program bottlenecks,
improve promotion of family planning and HIV/
AIDS risk reduction methods among KVPs
Coordinate regional technical inputs into the annual work planning Work collaboratively with other project team
members to ensure necessary project planning, development, resource availability
and management activities function smoothly and efficiently B: Gender (40%) Monitor the timely implementation of Gender
related interventions Provide capacity
building to CSOs to ensure proper planning and implementation of Gender related
activities (e.g. GBV screening, sensitization meetings to police, SASA!) in
compliance with Sauti Gender Standard Operating Procedures (SBCC/Gender SOP)
Conduct
trainings in gender mainstreaming; GBV, gender and sexuality Support
mobilization and advocacy activities to address stigma, discrimination and
Gender Based Violence against key and vulnerable population
Gather community based information through
available networks to facilitate the development and maintenance of site level
GBV related directories for the purpose to refer and link post GBV survivors to
relevant non Sauti services Lead
regional workshops for relevant stakeholders, staff and key actors on advocacy
and Gender related topics Conduct
supervisory visits using the Sauti supervisory tools and to KP drop in centers
(DICs) and AGYW safe spaces (SS) to assess Gender activities and their
integration into the other services; as well conduct visits to the BCC / WORTH+
groups which are not meeting at DIC/SS and where the GBV screening is rolled
out Conduct gender equity assessment at
biomedical service delivery points (CBHTC+, DIC, SS) using Jhpiego gender
standard tool to assess gender equity programmatically and at service delivery
sites, in terms of their ability to provide ethical and gender friendly
services to KVPs. ALLIANCE BUILDING AND
NETWORKING (2%)
Promote
and support the dissemination of project best practices and lessons learned
among the project team, key stakeholders (R/CHMT, PEPFAR partners and any other
local KVP partner), local partners (CSOs), and cultivate strategic
relationships and alliances with other partners in the respective region Establish effective work relationship with
CBOs, FBOs, and CHMT & RHMT partners on program activities at regional
level Facilitate and participate in
effective learning forums (meetings, workshops, etc.) internally and externally
with program initiative stakeholders by using different advocacy techniques
like lobbying meetings with health workers to provide friendly services to KPs MONITORING, EVALUATION, LEARNING, AND
REPORTING (3%) Monitor regional
implementation plans and progress to SBCC and Gender targets by the CSOs Conduct supportive supervision to CSO sites Document experiences, prepare program and
site visits reports, presentations, briefs and articles/success stories Work collaboratively with other project team
members to ensure necessary program planning, development, and management
activities function smoothly and efficiently and in an integrated manner Monitor and assess the performance of CSOs
and quality of data submitted Monitor
and assess community response at the project wards in the region
Key
qualifications:
University
degree in social sciences, public health, international development, or related
field. 2-3 years’ progressive experience
working with key population groups, and familiarity with internationally
recommended policies. 2-3 years’
experience of supporting Gender Transformative SBCC interventions for HIV and
GBV prevention programming; and Fluent
spoken and written English and Swahili.
